How these numbers are made
- Florida tax bills are public, but we calculate yours from public rates and the value you enter.
- Property tax: 17.5875 mills in total for Lake County taxing authority code 00GR (City of Groveland), 2026 final rates from the Lake County Property Appraiser: Lake County general fund 5.0254, voted debt service 0.0719 and ambulance MSTU 0.4629, Lake County Water Authority 0.2940, Lake County School Board 6.0540 (3.0560 required local effort plus 2.9980 local), St. Johns River Water Management District 0.1793 and City of Groveland 5.5000. Groveland has its own fire department, so the county fire MSTU is not charged.
- Fire assessment: the City of Groveland charges a yearly fire protection and rescue assessment on the property tax bill, by home size. We use $326.06, the 1,500 to 1,999 sq ft rate in the City's Resolution 2025-42; this is the 2025-26 rate; the 2026-27 rate was not yet published on the City's Fire Assessment page. Homestead takes $25,000 off all taxes and up to $26,411 more off non-school taxes. The starting value is the Census median market value; enter your assessed value from your TRIM notice. CDD assessments in some neighborhoods are not in the totals.
- Water and sewer (City of Groveland rates effective October 1, 2025): water $11.04 a month plus $1.82, $3.63, $4.24 and $7.25 per 1,000 gallons in tiers up to 4,000, 8,000 and 12,000 gallons; sewer $25.71 a month plus $5.81 per 1,000 gallons up to 8,000 gallons (we price sewer on water use up to 8,000 gallons; the $7.25 rate above that is not modeled). The City's schedule shows water, sewer and irrigation increases for October 1, 2026 (sewer base $28.28), but the City's page says the planned October 1, 2026 increases are on hold and expected to be frozen until January 1, 2027, so the 2025 water and sewer rates are used. Garbage: $26.47 a month for a 95-gallon can, added to the City utility bill. Irrigation meters are not included. The City's utility bill page lists water, sewer, irrigation, reclaimed water and garbage charges and no stormwater line.
- Electricity: Duke Energy Florida RS-1 effective October 1, 2026, $14.43 a month plus per-kWh charges, a weighted average of 3 winter months and 9 months March through November, plus the fuel charge and cost recovery factors. We add Groveland's 10% public service tax (Florida Revenue database, capped at $5,000 of tax a year); no Groveland electric franchise ordinance or fee percent was found in the City's published documents, so no franchise fee is added; if the City charges one it would appear as a separate line on Duke bills. Electric figures are for Duke Energy Florida addresses only; SECO Energy customers in Groveland have different rates that are not modeled. Typical use, 1,104 kWh a month, is EIA's 2024 Florida residential average. Gas is not modeled.
- Insurance: Florida OIR's Lake County average homeowners premium with wind coverage ($2,650, data as of March 31, 2026); flood insurance is a separate policy.

| Total | $12,338 | $12,804 | lower than 44 of the other 75 Florida cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
