How these numbers are made
  • Property tax: 17.3824 mills in total for Osceola millage code 200 (Kissimmee), 2026 final rates: county 7.2500 (general fund 6.7000, library 0.3000, Save Osceola operating 0.2500), school 5.2770, SFWMD 0.2301, city 4.6253.
  • Sewer: Toho bills $2.61 per 1,000 gallons for the first 2,000 gallons and $8.97 above; we model that as a base of 20.70 + 2*2.61 - 2*8.97 plus $8.97 per 1,000 gallons.
  • KUA's Cost of Power Adjustment (COPA, called COPCA in the tariff) per-kWh amount is not published on any official page we could find, so electricity shows base rates only and understates the bill; the city's 8% municipal utility tax and 2.57% state gross receipts tax (per kua.com/bill) are not included either. The city's stormwater charge, which KUA also bills, has no published amount we could find and is not included. The city page lists the garbage rates without a billing period or effective date; they are shown monthly because KUA bills them on its monthly bill. A sourced typical insurance premium is also not included. Kissimmee addresses in unincorporated Osceola are served by Waste Management, not the city. Typical electric use, 1,104 kWh a month, is EIA's 2024 Florida residential average.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
