How these numbers are made
  • Property tax: 17.8699 mills in total for Osceola millage code 100 (St. Cloud), 2026 final rates: county 7.2500 (general fund 6.7000, library 0.3000, Save Osceola operating 0.2500), school 5.2770, SFWMD 0.2301, city 5.1128.
  • Sewer: Toho bills $2.61 per 1,000 gallons for the first 2,000 gallons and $8.97 above; we model that as a base of 20.70 + 2*2.61 - 2*8.97 plus $8.97 per 1,000 gallons. Water and sewer are Toho Water Authority's published rates; the EPA map lists the St. Cloud system as FL3491373.
  • Electricity: OUC's St. Cloud residential schedule effective October 1, 2025 (the latest published on OUC's rates page): non-fuel base plus fuel per kWh. OUC's DemandLevel charges, which its rates page lists for St. Cloud, are not included, and no city utility tax or franchise fee on the OUC bill is sourced, so the real bill may be higher. Typical use of 1,104 kWh a month is EIA's 2024 Florida residential average.
  • Gas: St. Cloud has no sourced municipal gas utility, so gas is not included. Homeowners insurance has no sourced figure and is not included. Parts of St. Cloud may carry community development district charges on the tax bill; they are not included.
  • The city's trash fee is $38.64 a month from October 1, 2026. The city's stormwater fee, $13.10 per ERU from October 1, 2026 (a single-family house is 1.0 ERU), — city stormwater fees are included on Toho’s bill — but the official page does not state its billing period, so it is not included and the total is understated by about that much.
  • Electricity: the PDF's GSND column (7.645¢) is a different, non-residential schedule; OUC's new DemandLevel charge starts with the November 2026 bill, so bills from then on may differ.
  • Stormwater fee is not in the monthly total because the city page does not state a billing period.
  • Nothing here is legal, tax or insurance advice.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
