Three of five council seats are on this ballot: Seats 1, 3 and 5. Council members are elected at large, so every Titusville voter picks one candidate in each seat's race. Seats 1 and 5 are runoffs between the top two finishers of the Aug. 18 primary; Seat 3 had only two candidates and goes straight to November.
