How these numbers are made
  • Property tax uses the 2025-tax-year net full-value rate for Two Rivers in the City of Two Rivers 2026 budget book (taxes billed 2025), $15.014 per $1,000 of market value, on the Census median value of $140,300. That equals the net assessed-value rate of $17.358 per $1,000 (city $6.213, school district $7.289 less the state school levy credit, county $3.659, technical college $0.556, tax increment districts $0.920) times the 2025 equalized ratio of 86.494%. The state lottery and first dollar credits are not included.
  • Water is the $13.50 meter charge plus the $10.31 public fire protection charge a month for a 5/8-inch meter, with volume steps of 8,000 and 142,000 cubic feet a month (80 and 1,500 ccf) at $4.37, $3.94 and $3.40 per 100 cubic feet. No published typical water use was found, so the page default is used.
  • Sewer is the $19.85 minimum monthly charge plus $5.80 per 100 cubic feet; the sheet bills actual water use November through March and the monthly average April through October. Stormwater is $5.75 a month for a single-family home.
  • Trash: stickers are $3.00 per 30 gallons and a $7.00 monthly environmental fee is on the utility bill; the page assumes one 30-gallon can a week (52 stickers a year): 7 + 3 * 52 / 12 = $20 a month. Recycling is picked up curbside.
  • Electricity is Rg-1: $11.00 a month plus $0.1031 per kWh (effective May 1, 2020, still the rate file the utility lists). The Commitment to Community charge (3% of the bill, up to $1.36, which a typical bill reaches) is added as $1.36 under fees. The monthly power cost adjustment is not included: the utility publishes no standing figure, and its only recent figure, a sample bill from March 2026, showed -$0.0127 per kWh, so the electric total is not all-in. Typical use is EIA's 2024 Two Rivers Water & Light residential sales divided by customers.
  • Gas is Wisconsin Public Service: its gas tariff book lists Two Rivers (Manitowoc) among its communities; no typical therms figure was found, so the page default is used. Insurance is not included.
  • Nothing here is legal, tax or insurance advice.
