How these numbers are made
  • Property tax uses Brown County's 2025 tax rate table for the Village of Howard in the Howard-Suamico School District: village $2.9636 per $1,000 (the Village's 2026 budget), school $7.70 less the state school credit $1.46, county $2.74 and NWTC $0.53, on the Census median home value of $315,700. The 2025 revaluation put the equalization ratio at 0.9992, so assessed value is close to market value. Part of the village is in the Pulaski school district.
  • The lottery and first dollar credits on the county table are not counted.
  • Water is the $16.90 monthly 3/4-inch meter fee plus the $5.63 monthly fire protection fee, with $6.85 per thousand gallons. Sewer is $9.55 a month plus $10.05 per thousand gallons. Storm water is $7.90 a month for one equivalent residential unit and is billed on the same monthly statement.
  • Typical water use of 5.21 CCF (3,900 gallons) a month is the Village's stated average residential use.
  • Electricity and gas are WPS year-round residential rates (customer charge $0.58915 a day; energy $0.14802 plus fuel $0.00107 per kWh; gas $17 a month plus $0.4433 per therm). Typical use is WPS's 2024 residential sales per customer from EIA.
  • No trash fee is counted because none is listed on the Village utility bill rates page.
  • Nothing here is legal, tax or insurance advice.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
