Ways to pay less

Nothing here applies to every house automatically. These are worth checking:

  • Lottery and Gaming Credit

To qualify you must be a Wisconsin resident, own a dwelling and use it as your primary residence as of the January 1 certification date of the year the property taxes are levied.

How: See the Wisconsin Department of Revenue lottery and gaming credit FAQ.

  • Filling a pool or ice rink? Apply for a sewer usage credit

The Application for Annual Sewer Usage Credit provides the ability to apply for a credit for high water use activities such as filling a swimming pool, without installing a deduct meter.

How: The form is available on the Water Utility website.

  • Lots of lawn watering? A deduct meter can cut sewer use

A deduct water meter accurately measures water not going into the sanitary sewer system, resulting in a sewer use credit.

How: Buy it from the Glendale Water Utility Department.

How these numbers are made
  • Property tax uses the 2025 net rate of $21.11 per $1,000 (Milwaukee County table, Glendale / River Hills) on the Census median value of $282,800; the rate already includes MMSD and the state credit. Wisconsin has no homestead exemption. Glendale-River Hills is the school district shown; a small part of the city is in Maple Dale-Indian Hill ($21.84).
  • Water, sewer, stormwater and trash are billed quarterly; the page divides each by 3 to a monthly figure: water base $30.00, public fire protection $37.95, local sewer connection $11.10, stormwater $20.00. Water is $6.42 per 1,000 gallons for the first 50,000 gallons a quarter.
  • Sewer adds the city's $1.75 per 1,000 gallons to MMSD's 2026 volumetric charge of $3.09075 per 1,000 gallons, and MMSD's $60.01 yearly connection charge divided by 12 to the city's fixed charge; MMSD charges are billed by the city per its bill description, at MMSD's published 2026 rates.
  • Water rates are the PSC tariff effective June 20, 2024. Garbage is the 2026 city schedule: refuse $10.66, recycling $4.40 and yard waste $0.59 a month. Trash is the 2026 column of the city's adopted October 2024 fee schedule (which runs 2025 through 2031); sewer and stormwater are the current adopted rates in the same schedule, which has no per-year columns for them.
  • Electric adds the three per-kWh Rg1 charges; the daily customer charge is annualised. Gas uses We Energies Rg-1 from the Wisconsin Gas LLC price sheet effective Nov 1, 2026: $0.33 a day customer charge annualised, and the effective rate of $0.7083 per therm (distribution, base gas cost and a negative purchased gas adjustment of $0.2403); the gas cost adjustment changes monthly. The We Energies territory map lists Glendale (city) in the Wisconsin Gas LLC Metro Milwaukee pooling area. Typical use is 865 therms a year from We Energies' rate-request assumption.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.

Questions to ask your candidates

Each one starts from a number above. Any candidate can answer them.

1. Property tax rate

The fact: Glendale's property tax rate is 2.11%, higher than 43 of the other 45 Wisconsin cities we cover. The rate adds up every agency on the bill, not only the city.

Ask: "Property tax in Glendale is 2.11%, higher than 43 of the other 45 Wisconsin cities we cover. What should that money pay for first, and would you change anything about how it is set?"

2. Sewer and utility-bill fees

The fact: Sewer and flat utility-bill charges here come to about $569 a year, lower than 35 of the other 46 Wisconsin cities we cover. Some cities bill sewer on the property tax bill instead, which is not counted here.

Ask: "Sewer and flat utility-bill charges here cost about $569 a year, lower than 35 of the other 46 Wisconsin cities we cover. What drives that cost, and would you change anything?"
