How these numbers are made
  • Property tax uses the Wisconsin DOR 2025 full-value net rate of 0.01467 for the City of New Richmond (net of the state school levy credit) applied to the Census median home value of $285,100; the city assessment ratio is 0.98 so assessed is near market. St. Croix County's own 2025 mill rate for the city and New Richmond School District is 0.014893021 on assessed value.
  • Water: $12.00 monthly service charge for a 5/8 or 3/4 inch meter plus $2.15 per 1,000 gallons for the first 17,000 gallons a month and $2.01 above that (the next 150,000 gallons band; the utility's higher bands are not reached by houses). Sewer: $10.94 monthly charge plus $8.60 per 1,000 gallons.
  • Electric: $12.00 monthly single phase customer charge plus $1.12 Commitment to Community Rider for residential, and $0.1168 per kWh. Typical use is EIA's City of New Richmond residential sales divided by customers.
  • Trash is not billed by the city: each household picks a licensed hauler; Hometown Disposal's published prices (trash only, weekly) are used. The $5.98 city recycling fee and $2.75 urban forestry fee come from the city's 2026 fee schedule; the schedule does not say how they are billed, so they are modelled as monthly per-household charges. The schedule also lists a $1.50 per utility billing period compost fee, left out because it is not stated to apply to every household. NOT INCLUDED: the city 2026 fee schedule lists a $5.98 per month Recycling Fee (66-23) and a $2.75 per month Urban Forestry Fee, but no official page found says they are billed to every household, so they are left out.
  • NOT INCLUDED, UNPUBLISHED HERE: natural gas. Xcel Energy (NSP-Wisconsin) Rg-1 sheets found on xcelenergy.com are dated 1/1/2020 ($14.00 customer charge, $0.2973/therm) and predate the 2026-27 rate case; the current Rg-1 sheet could not be loaded.
