How these numbers are made
- Property tax uses the 2025 Winnebago County net rate of $19.19188 per $1,000 (city, county, Menasha School District and technical college, after the school levy tax credit) on $180,587, which is the Census median home value of $191,800 times the 2025 Winnebago assessment ratio of 0.94153454. The lottery credit ($260.17) and first dollar credit ($86.72) for Menasha Schools come off the bill. Parts of Menasha lie in Calumet County and the Appleton School District, which have different rates.
- Water: $14.00 service charge for a 5/8-inch meter plus $16.68 monthly public fire protection (both Menasha Electric and Water Utilities PSC tariffs, effective June 1, 2024); volume tiers per 1,000 gallons. Storm water is $99 a year per equivalent runoff unit, shown as $8.25 a month.
- Sewer: the only figures found are the Board of Public Works' recommendation of $14.89 a month plus $6.70 per 1,000 gallons from 1 September 2023; no current rate sheet is published online. Checked 2026-10-31 without finding a newer one: the Board of Public Works 2025 packets and minutes, the 2025 budget book, the wastewater page, Menasha Utilities bill inserts and the 2026 'Understanding Your Bill' flyer (which says only that the City sets the sewer rate); these amounts may be out of date.
- Electric: Rg-1 $12.00 customer charge and $0.1140 per kWh; the power cost adjustment varies monthly (base cost $0.0792/kWh) and no current monthly value is published, so it is not included. Gas is the We Energies Rg-1 rate per therm; the daily customer charge is annualised to monthly. The tariff (effective June 1, 2025) is current and the Menasha Utilities rates page links no monthly adjustment value, so the typical electric total is understated by the adjustment.
- Typical electric and gas use is the We Energies residential assumption in its rate review; Menasha Utilities publishes no typical use, and no water use figure is published, so the page default is used.
- Gas omitted: the gas utility serving Menasha could not be confirmed from official sources.
- Nothing here is legal, tax or insurance advice.
How Menasha compares
A typical Menasha house against the 47 Wisconsin cities we cover, using the same default numbers as the total above.
| Per year | Menasha | Median | Where it falls |
|---|---|---|---|
| Property tax rate | 1.92% | 1.54% | higher than 40 of the other 45 Wisconsin cities we cover |
| Water | $1,146 | $461 | higher than 45 of the other 46 Wisconsin cities we cover |
| Sewer and utility-bill fees | $819 | $687 | higher than 30 of the other 46 Wisconsin cities we cover |
| Trash | $0 | $199 | lower than 29 of the other 30 Wisconsin cities we cover |
| Electricity and gas | $1,047 | $1,905 | lower than 44 of the other 46 Wisconsin cities we cover |
| Total | $6,478 | $7,415 | lower than 37 of the other 46 Wisconsin cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
