How these numbers are made
- Property tax uses the City's 2025 comparative rates per $1,000 of assessed value: City $8.37, Green Bay Area Public School District $10.11, Brown County $3.51 and NWTC $0.72, on the City's $250,000 average-home example. The Lottery credit comes off the bill; the First Dollar Credit is not counted because the City's report does not say it applies only to owner-occupied homes.
- Water is Green Bay Water's monthly 5/8-inch charge $9.00 plus $2.75 public fire protection, and $3.00 per 100 cubic feet for the first 3,333 cubic feet a month. Sewer uses the City's quarterly charge divided by three.
- Typical water use of 7 CCF a month is backed out of the City's stated average residential sewer bill of $164.89 a quarter. Storm water assumes one equivalent runoff unit.
- Electricity is WPS year-round Rg-1: $0.58915 a day and $0.14802 plus $0.00107 fuel adjustment per kWh. Gas is WPS residential firm: $17 a month plus $0.4433 per therm.
- Trash: no monthly residential fee was found on the City's pages, so none is counted; carts are a one-time $100.00 charge.
- Typical electricity use of 595 kWh a month is Wisconsin Public Service Corp's 2024 residential sales (2,940,351 MWh) divided by its 411,775 residential customers and 12 months (EIA table 6).

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
