How these numbers are made
  • Property tax uses the 2025 combined rate of $13.02 per $1,000 of assessed value for the Village in Kenosha Unified School District, on the Village's median assessed home value of $373,000; the lottery credit is shown as a bill credit (the county sheet also lists a $50.07 first dollar credit, not counted). Wisconsin has no homestead exemption. A small part of the Village in the Bristol school area pays $15.00 per $1,000 on the county sheet.
  • Water: $15.01 monthly meter charge (5/8 inch) plus $4.19 per 1,000 gallons; the Village purchases water from Kenosha Water Utility. The rate page is labeled effective May 1, 2022 and the Village says water rates stay flat in 2026.
  • Sewer: PP Sewer District $16.20 monthly (5/8 inch) plus $5.15 per 1,000 gallons, effective January 1, 2025; the Lake Michigan (LM) Sewer District, a small area, pays more. Summer sewer volume uses the winter average.
  • Fees: $6 Clean Water Utility charge assumes one ERU; public fire protection is $0.01796 per $1,000 of property value per month, applied to the $373,000 median ($6.70).
  • Garbage: the 95-gallon cart ($23.50) is the default. Electric: Rg1 fixed charge 0.49315 a day annualised plus per-kWh energy, fuel and environmental charges. No gas utility is listed: no official source places the Village in a gas service area. Insurance omitted: no official local figure found.
  • Nothing here is legal, tax or insurance advice.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.

Questions to ask your candidates

1. Trash

The fact: Trash pickup here costs about $282 a year for the standard cart, higher than 27 of the other 30 Wisconsin cities we cover. Where trash is billed through the tax bill or a separate hauler, it is not counted here.
