How these numbers are made
- Property tax uses the 2025 net rate of $21.46 per $1,000 printed in the City's 2025 tax-bill insert (city $9.74, county $4.39, school $7.90 less $1.26 school credit, technical college $0.70) on the Census median value of $195,400. This is a market-value rate: the insert's separate $19.41 mill rate applies to assessed value. The $187.51 lottery credit comes off the bill; the first dollar credit is not included.
- Rates effective Jan 1, 2027 (monthly billing), 5/8-inch meter. Water: $13.00 monthly service charge plus $6.35 monthly public fire protection, plus $2.12 per 100 cubic feet. Sewer (in town): $16.36 monthly service charge plus $5.51 per 100 cubic feet. Stormwater: $10.00 a month for one ERU ($120 a year).
- Water use of 8 ccf a month is the utility's 'average family of 4' (about 800 cubic feet monthly); the utility's own example bill for a 5/8-inch meter is $96.75 before stormwater. The utility says a further, smaller water increase follows completion of the Well 12 project, estimated near the end of 2027 (its table moves a 4+ occupant, 5/8-inch bill from $111.19 to $112.10); that later step is not in these figures.
- Electric adds the Rg-1 energy charge of $0.14802 and the fuel adjustment of $0.00107 per kWh; the daily customer charge of $0.58915 is annualised. Gas is the residential firm rate $0.4433 per therm plus $17 a month. Typical use is the EIA utility-wide electric and Wisconsin residential gas average.
- No separate trash fee is listed for the first carts. Insurance is not included.

| Total | $7,070 | $7,415 | lower than 28 of the other 46 Wisconsin cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
