How these numbers are made
  • Property tax uses the City's 2025 fast facts: a city rate of $7.15 per $1,000 of assessed value and an average overall rate of $17.24 per $1,000, so county, school district and Blackhawk Technical College together are $17.24 minus $7.15. The City does not say whether school and lottery credits are already netted; $17.24 x $263,771 / 1,000 = $4,547 is consistent with the City's reported $167.96 (3.8%) rise in the average home's bill, which suggests the rate is already net.
  • The starting value is the City's $263,771 assessed value of the 2025 average home, an average rather than a median.
  • Water is the quarterly $21.06 service charge plus $20.25 public fire protection (5/8 inch meter), divided by 3, and $2.31 per 100 cubic feet up to 6,000 cubic feet a quarter; sewer is $27.57 a quarter plus $38.30 per 1,000 cubic feet. Typical use is the utility's example of 2,000 cubic feet a quarter.
  • Trash is the 2026 quarterly cart price divided by 3 (35 gallon $30, 65 gallon $33, 95 gallon $36); stormwater is $19 a quarter divided by 3.
  • Electric is Alliant's Rg-1 rate: $0.5260 a day and $0.17011 per kWh, with 673 kWh a month from the company's EIA sales per customer. Gas is left out: Monroe's natural gas utility and tariff are not identified in any official source (Alliant's communities-served page lists Monroe, WI for Electric only; an Alliant industrial-site page names We Energies for one site, which is not a residential service territory), so the city is held unpublished until a gas utility and residential tariff are confirmed.
  • Nothing here is legal, tax or insurance advice.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
