How these numbers are made
- Water uses the City's published quarterly 5/8-inch base charge plus public fire protection divided by 3 and the first-tier $6.08 per 1,000 gallons; the sheet is dated 'Water Rates effective 12/31/2010' and the 2026 budget says new water rates were expected from July 1, 2026 (not yet published).
- Sewer uses the 2026 rates ($20.80 a quarter, $4.85 per 1,000 gallons) approved by the Utilities Committee 10/15/2025; trash is the 2026 City cart fee per quarter divided by 3; stormwater is $175 per ERU a year divided by 12.
- Property tax uses the City's 2025 net assessed rate of 16.2615 per $1,000 for Outagamie County / Appleton Area School District, which is already net of the lottery and first dollar credits.
- Electricity is We Energies Rg1 for 2026: $0.49315 a day, $0.19342 + $0.00199 + $0.00052 per kWh; typical use is We Energies' 2024 residential sales divided by customers and 12 months.
- Not found: the gas utility's rates for Appleton. Typical home value is the Census median owner-occupied value scaled by the City's 87.36% assessment level.
- Nothing here is legal, tax or insurance advice.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
Questions to ask your candidates
