Ways to pay less

Nothing here applies to every house automatically. These are worth checking:

  • Bulk item pickup

One bulk item a week can be picked up by arrangement with GFL

How: Call GFL Customer Care at 262.367.6040.

  • Sewer set from winter use

Sewer usage is set from the first-quarter bill (Jan 16 to Mar 15) and stays constant for the next three quarters, so summer outdoor water use does not raise it

How: See the Sewer Charge section of the village rate sheet.

  • Village recycling and yard waste center

The recycle center at 701 Progress Drive is open to Village residents only

How: Proof of ID/residency is required.

How these numbers are made
  • Property tax uses the Waukesha County 2025 table for V. Hartland in the Hartland/Lakeside district: village 3.88, county 1.54, technical college 0.30 and school 6.35 less the 1.18 state credit (5.17), per $1,000 of assessed value (net 10.89).
  • Starting value is the Census median market value; assessed values run near 82.08% of equalized value in the county table, so the real bill may be lower.
  • Water: quarterly meter charge $30.78 and public fire protection $34.71 divided by 3, volume tiers per 1,000 gallons with the quarterly breakpoints divided by 3. Sewer: $9.22 per 1,000 gallons with the $73.76 quarterly minimum (about 8,000 gallons a quarter) divided by 3. The village sets sewer from winter use; the page applies it to the month's water use.
  • Garbage and recycling is the $225 yearly refuse and recycling fee for 2026 on the tax bill, shown as a monthly figure and not repeated in tax fixed charges. The village rate sheet lists no stormwater charge.
  • Electric uses We Energies Rg1 and gas the We Energies Rg-1 price sheet effective November 1, 2026. Typical use is the utility rate-review assumption of 660 kWh and 865 therms a year. The village has not published a typical water use, so the page default is used.
  • Tax: typical assessed value = Census median market value 393,100 x 0.8208 (county assessed/equalized ratio) = 322,656, so the assessed-basis net rate of $10.89 applies (about $3,514 a year, matching $8.94 per $1,000 equalized). The Wisconsin lottery and gaming credit is not modeled.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.

Questions to ask your candidates

Each one starts from a number above. Any candidate can answer them.

1. Property tax rate

The fact: Hartland's property tax rate is 1.09%, lower than 42 of the other 45 Wisconsin cities we cover. The rate adds up every agency on the bill, not only the city.

Ask: "Property tax in Hartland is 1.09%, lower than 42 of the other 45 Wisconsin cities we cover. What should that money pay for first, and would you change anything about how it is set?"

2. Sewer and utility-bill fees

The fact: Sewer and flat utility-bill charges here come to about $884 a year, higher than 35 of the other 46 Wisconsin cities we cover. Some cities bill sewer on the property tax bill instead, which is not counted here.

Ask: "Sewer and flat utility-bill charges here cost about $884 a year, higher than 35 of the other 46 Wisconsin cities we cover. What drives that cost, and would you change anything?"

3. Trash

4. Electricity and gas

The fact: Electricity and gas for a typical house here cost about $2,549 a year, higher than 39 of the other 46 Wisconsin cities we cover. Rates are set mostly by the utility and the state.

Ask: "Electricity and gas here cost about $2,549 a year for a typical house, higher than 39 of the other 46 Wisconsin cities we cover. Which parts of that can the city influence, and what would you do about them?"
