How these numbers are made
- Property tax: Hennepin County 2026 final rate cards for Robbinsdale (tax area 44, school district 281). Rates are percent of tax capacity, so each part is the printed percent times 1% class rate; the 1.25% class rate above $500,000 is a separate part. Robbinsdale lies in two watersheds; the larger share (about 75% of the city area per the city's stormwater plan) is in Shingle Creek (0.293%), the rest in Bassett Creek (1.025%). A home in the Bassett Creek watershed pays about 0.73 percentage points more tax capacity rate (1.025% vs 0.293%) than the Shingle Creek rate used here.
- Water: 2026 city rates, billed every two months; the tier breakpoints (12,000, 26,000, 40,000 gallons) are halved to monthly and the $1.71 capital surcharge is added to each tier's rate. Fixed water charge is the $16.85 monthly service charge. Typical use is the city's 8,000 gallons for two months.
- Sewer: $13.94 monthly service charge plus $8.05 per 1,000 gallons; storm sewer $20.81 monthly is listed separately. Garbage with yard waste and recycling is on the same city bill; the optional-looking organics line ($4.37 monthly) is not added because the rate sheet does not say every house pays it. Organics collection ($4.37 monthly) is extra for households that subscribe.
- Electricity: Xcel Energy $6.00 basic service charge and a rate built from the published residential energy charge ($0.13069 June through September, $0.11364 October through May, rate card effective January 1, 2024) plus the 2026 transmission, conservation improvement and renewable development riders and the 2026 monthly fuel cost charge, averaged over twelve months at equal monthly use. It leaves out the renewable energy standard rider (2.41%) and any base-rate change after the 2024 rate card (a 2025 interim increase was approved; the current rate card could not be loaded), and any city franchise fee, which Xcel's published schedule for Robbinsdale shows as expired in 2019. Gas: CenterPoint's $9.50 monthly charge and per-therm delivery, cost of gas and riders, with Robbinsdale's 5% franchise fee added.
- Insurance: the NAIC statewide average HO-3 premium for Minnesota (2022), the most recent year on the source page; not specific to Robbinsdale.
- Sewer: the city's rate sheet has a Monthly Rate column and a For Two Months column ($27.34 is not exactly double $13.94); the monthly figure is used.
