Ways to pay less
Nothing here applies to every house automatically. These are worth checking:
File for homestead
Homestead is a property classification for homes occupied by the owner or a qualifying relative as their primary residence; it can make you eligible for the homestead market value exclusion and the property tax refund (relative homesteads do not qualify for the refund).
How: Apply online with Washington County by December 31 for taxes payable the following year.
Claim the Minnesota property tax refund
Homeowners with 2025 total household income under $142,490 may qualify for the homestead credit refund; a special refund applies when net property tax rises at least 12 percent and at least $100.
How: File Form M1PR with the Minnesota Department of Revenue by August 15 (you may file up to one year late).
Seniors 65+: defer part of your property tax
Property Tax Deferral for Senior Citizens limits the tax you pay to 3% of total household income; the state pays the remainder as a loan, repaid with interest when you sell or cancel.
How: You must be 65 or older (if married, the other spouse at least 62), have household income of $96,000 or less and have owned, lived in and homesteaded the home for 5 years; apply by November 1.
Veterans with a 70%+ disability rating: market value exclusion$150,000 or $300,000 off market value
Honorably discharged veterans with a service-connected disability rating of 70% or higher who own and occupy a homestead on December 31 can get a $150,000 market value exclusion; a 100% permanent and total rating qualifies for $300,000.
How: Washington County's homestead programs page has an Apply link for Veterans with a Disability.
Pay property tax by eCheck, not card
Washington County charges a $0.75 fee to pay online by eCheck and 2.35% (minimum $1.49) by card.
How: Choose eCheck when paying online, or mail a check postmarked by the due date.

How these numbers are made
- Property tax uses Washington County's final certified Pay 2026 rates for Hugo tax area 3402 (ISD 624 White Bear Lake, watershed code 38). Hugo also has areas in ISD 831 (3404) and ISD 832 (3405) with lower school rates (total 91.56% and 93.25% vs 102.55%), so owners there pay less; the page uses the first-listed ISD 624 area.
- The starting value is the county's median estimated market value for Hugo residential homesteads, before the homestead market value exclusion; the page figures tax capacity from it and applies the market value referenda rates to market value.
- Water and sewer are billed quarterly and are shown as monthly: the $44.50 quarterly water base is spread over 3 months, tier breakpoints (11,000, 20,000 and 29,000 gallons a quarter) are divided by 3, the $88.50 quarterly sewer charge per SAC unit is spread over 3 months and the first 9,000 gallons a quarter (3,000 a month) carry no sewer volume charge.
- The city bases sewer volume on winter-quarter water use, which this page approximates with current use. The 2026 rate sheet lists no stormwater or other flat utility charge for homes, so none is added.
- Trash is not in the totals: Hugo residents hire a licensed hauler directly and the city publishes no hauler prices. Electricity and gas use Xcel Energy's averages as in neighboring Washington County cities; part of Hugo is served by Connexus Energy for electric instead. Insurance is the Minnesota statewide average.
- Amounts are before any city electric and gas franchise fees (not quantified in sources found).
- Xcel's electric tariff energy charges (present 13.069¢ summer and 11.364¢ winter, plus a $6.00 basic service charge, per Xcel's rate notice) exclude fuel and rate riders; Xcel's 14.803¢/12.977¢ are proposed, not interim, rates (interim 2025 were 14.130¢/12.351¢). The page therefore keeps the EIA all-in average, which includes fuel and riders, as the default.
- The 9 ccf default water use is a modelling assumption, not a Hugo-stated typical, and the page applies it to all four quarters although the city sets sewer volume from winter-quarter use. The $88.50 per SAC unit quarterly sewer charge is confirmed on the city's 2026 rate sheet.
- Insurance uses the newest NAIC average the Insurance Information Institute publishes (2022); no free official 2023-or-later Minnesota figure was found, so it may understate current premiums.

How Hugo compares
A typical Hugo house against the 72 Minnesota cities we cover, using the same default numbers as the total above.
| Per year | Hugo | Median | Where it falls |
|---|---|---|---|
| Property tax rate | 1.46% | 1.49% | lower than 40 of the other 68 Minnesota cities we cover |
| Water | $314 | $390 | lower than 52 of the other 71 Minnesota cities we cover |
| Sewer and utility-bill fees | $461 | $661 | lower than 66 of the other 71 Minnesota cities we cover |
| Electricity and gas | $2,250 | $2,120 | higher than 47 of the other 71 Minnesota cities we cover |
| Home insurance | $1,774 | $1,774 | in the middle of 70 other Minnesota cities we cover |
| Total | $9,267 | $9,629 | lower than 44 of the other 71 Minnesota cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
Questions to ask your candidates

1. Sewer and utility-bill fees
The fact: Sewer and flat utility-bill charges here come to about $461 a year, lower than 66 of the other 71 Minnesota cities we cover. Some cities bill sewer on the property tax bill instead, which is not counted here.
