Ways to pay less

Nothing here applies to every house automatically. These are worth checking:

  • Apply for homestead by December 31

Homestead status can save you money on your property taxes. The homestead market value exclusion is 40% of value for homesteads valued at $95,000 or less (a maximum of $38,000), is reduced as values rise, and phases out at $517,200 or more.

How: Apply with Hennepin County: you must own, occupy and apply by December 31.

  • Take yard waste to the city Yard Waste Site at no charge

The Plymouth Yard Waste Site is available to Plymouth residents at no charge; curbside yard waste service from your hauler may have an additional fee.

How: The site is at the Plymouth Maintenance Facility campus, 14900 23rd Avenue North.

  • Claim the Minnesota property tax refund

Minnesota homeowners may get a Property Tax Refund based on income and property taxes.

How: File Form M1PR with the Minnesota Department of Revenue by August 15 (late filing allowed up to one year).

  • Veterans with a disability: $150,000 or $300,000 market value exclusion$150,000 or $300,000 market value exclusion

Honorably discharged veterans with a 70–99% service-connected disability can get a $150,000 market value exclusion; a veteran with a 100% and permanent service-connected disability can get $300,000.

How: Your property must be classified as homestead; apply with Hennepin County by December 31.

  • LIHEAP households: CenterPoint Gas Affordability Program

Residential customers who receive LIHEAP energy assistance and agree to a levelized payment plan and a payment schedule can get an affordability bill credit and arrearage forgiveness.

How: The program is available to residential customers qualified for and receiving LIHEAP assistance.

  • Paid property tax late? Ask for a penalty abatement

Hennepin County lets owners request an abatement of the late-payment penalty once every ten years, for current-year taxes.

How: Pay the tax in full, then apply by June 30 (first half) or November 30 (second half).

  • Avoid the 10% late fee on the utility bill

How these numbers are made
  • Water: City of Plymouth rates for services in 2026: the $6.25 monthly base charge plus the $3.37 monthly water availability charge ($9.62 a month), then $2.25 per 1,000 gallons up to 12,500 gallons, $2.83 from 12,501 to 35,000 gallons and $4.87 above. The rates page does not say whether the tier limits apply per month or per two-month bill; the calculator applies them per month, which matters only for very high use. Plymouth bills homes every other month; the calculator shows monthly figures. We found no published typical household use, so the page starts at 9 CCF (about 6,700 gallons) a month.
  • Sewer: $9.70 a month plus $5.70 per 1,000 gallons. Plymouth bills residential sewer volume on the water used in the December–February billing, not on each bill's water use; the calculator charges sewer on the water use you enter, so with summer use above the winter level it overstates sewer for most houses. Surface water ($10.03 a month, residential) is added as a utility fee.
  • Garbage: Plymouth does not provide or contract residential trash service; households hire a licensed hauler, whose price is not included. Two city recycling fees on the utility bill are counted: the $8.25 a month solid waste (recycling) fee from the 2026 rates page (the city's curbside recycling page still shows an older $4.25 figure) and the organics fee, which all households pay whether or not they have a cart, at $4.33 a month (the price at 20% participation, current as of Jan. 1, 2026; it is reset twice a year). We found no street lighting rate on the 2026 rates page, so none is counted.
  • Property tax: Hennepin County's final 2026 payable rates for the largest Plymouth tax area by tax capacity (city 40, Wayzata schools ISD 284, Bassett Creek watershed): 97.335% of tax capacity plus 0.20033% of market value for school referendums. For the value you enter, the calculator takes off the homestead market value exclusion (40% of value up to $95,000, then $38,000 minus 9% of value above $95,000, zero from $517,200), multiplies the rest by the 1.00% class rate and the 97.335% tax capacity rate, adds a further 0.25% x 97.335% on value above $500,000 (the 1.25% class rate), and adds 0.20033% of the full value for the referendum levies, which the exclusion does not reduce. At the $550,000 median the exclusion is zero and the tax is about $6,577; at $400,000 about $4,592; at $700,000 about $8,702. If you untick that you live in the house, the exclusion is dropped. By Hennepin County's 2026 assessment report, 11,897 Plymouth single-family parcels are in the Wayzata school district, 3,971 in Robbinsdale, 2,145 in Osseo and 150 in Hopkins. Homes in the Robbinsdale (ISD 281), Osseo (ISD 279) or Hopkins (ISD 270) school districts or the Elm Creek, Minnehaha Creek or Shingle Creek watersheds pay somewhat different rates (total tax capacity rates of 96.540% to 101.840% on the county's Plymouth rate cards).
  • Electricity: Xcel Energy's $6.00 basic service charge plus the $2.12 monthly Plymouth residential franchise fee listed in Xcel's tariff ($8.12), and per kWh the 2024 average Xcel Minnesota residential revenue (EIA: $1,473 million over 8,677 GWh) less the basic charges, 15.96 cents. That average covers the seasonal energy rates, fuel cost charge and riders, but predates the interim rate increase in effect since January 2025 and the 2026 rate case decision. The City's utility page also links to Wright-Hennepin Cooperative Electric Association; homes it serves pay its own rates.
  • Gas: CenterPoint Energy's $9.50 basic charge plus the $3.53 monthly Plymouth residential franchise fee in CenterPoint's tariff ($13.03); per therm, the delivery charge plus the tariff's cost of gas, revenue decoupling and Natural Gas Innovation Act charges ($0.97366). The real cost of gas moves monthly with the Purchased Gas Adjustment. Typical use: about 588 kWh a month (EIA 2024, Xcel Minnesota residential sales per customer) and about 62 therms a month (EIA 2024 Minnesota residential gas use per customer). Insurance: the 2022 NAIC statewide average premium for Minnesota (HO-3), until you enter your own.
