Ways to pay less

Nothing here applies to every house automatically. These are worth checking:

  • File for homestead

Homestead reduces property taxes for owners who occupy the home as their primary residence. The homestead market value exclusion is 40% of market value for homesteads valued at $95,000 or less (a maximum of $38,000), is reduced as values rise, and phases out at $517,200 or more.

How: Apply online with Dakota County by Dec. 31; it affects the next year's taxes.

  • Claim a Minnesota property tax refund

Two refund programs are available to homestead property owners: the regular refund, for total household income under $142,490, based on the property tax on your statement; and the special refund, when your net property tax increases by at least 12 percent and $100 and the increase was not because of improvements you made.

How: The programs are administered by the state; forms come from the Minnesota Department of Revenue. The due date is August 15, and you may file up to one year after it.

  • Seniors 65+: defer part of your property tax

The Senior Citizen Property Tax Deferral keeps taxes from exceeding 3% of net income; the state pays the rest as a low-interest loan that becomes a lien on the home.

How: You must be 65 (if married, one spouse 65 or older and the other at least 62), have household income of $96,000 or less, and have lived in, owned and homesteaded the home for the last five years; apply by Nov. 1.

  • Veterans with a 70%+ disability rating: market value exclusion$150,000 or $300,000 off market value

Honorably discharged veterans with a service-connected disability rating of 70% or higher who own and occupy a homestead can get a $150,000 market value exclusion; a 100% permanent and total disability rating qualifies for $300,000.

How: Apply with Dakota County by Dec. 31; it affects the next year's taxes.

  • Water conservation rebatesUp to $150 per device

Single-family homes on the City of Eagan water system can get rebates on WaterSense and ENERGY STAR products: $50 for a toilet, $150 for a clothes washer or dishwasher, $80 for an irrigation controller and $10 for a rain barrel, showerhead, faucet or irrigation nozzle.

How: Apply online for purchases made on or after July 1, 2026; one rebate per device per replacement cycle, paid by check.

  • SNAP or county emergency assistance households: water-saving fixture costs coveredUp to $1,200 per device

Income-qualified households may qualify for full replacement costs for select water-saving fixtures: the Metropolitan Council covers the cost of device and installation up to $550 for a toilet and $1,200 for a clothes washer or dishwasher.

How: Residents enrolled in the Dakota County Emergency Assistance Program or SNAP are eligible; purchases must be qualifying WaterSense or ENERGY STAR products made on or after July 1, 2026. Contact the Utilities Division at 651-675-5200 to learn more.

  • Smart irrigation programUp to $250

The City provides up to $250 per property: $170 toward a professional irrigation audit and $80 toward a qualifying smart irrigation controller.

How: Hire a participating CLIA-certified irrigation contractor, who handles the rebate paperwork.

  • Pay property tax by bank transfer, not card

Dakota County charges a 2.29% convenience fee for paying online by credit or debit card, but $0.35 for an electronic transfer from a bank account.

How: Pay online from your checking or savings account, or enroll in the free automatic payment program.

How these numbers are made
  • Water: City of Eagan 2026 rates (fee schedule as amended March 17, 2026), billed quarterly: the $5.28 administrative fee per bill and the $9.51 quarterly water infrastructure fee ($1.76 + $3.17 a month) plus the $15.22-a-year state water testing fee ($1.27 a month), $6.20 a month in all. Usage costs $2.52 per 1,000 gallons in the winter quarter and, in other quarters, up to the amount used in the prior winter quarter; use above that costs $3.48. Your own winter use sets that limit, so the calculator charges $2.52 up to 6,670 gallons a month (the 20,000 gallons a quarter the City used as its average household in its notice of the 2016 rate increase, which took effect in the first quarter of 2016) and $3.48 above. The page starts at that average, 20,000 gallons a quarter (8.9 CCF a month).
  • Sewer: the $2.70 administrative fee per bill and the $7.62 quarterly infrastructure fee ($3.44 a month) plus $5.52 per 1,000 gallons. Eagan bills sewer on the lower of your winter-quarter and current-quarter water use (minimum 3,000 gallons a quarter); the City publishes no typical winter use, so the calculator charges sewer on the water use you enter. For a home that waters a lawn in summer that overstates sewer: every 1,000 gallons of outdoor watering adds $5.52, so 16,000 to 24,000 gallons of summer watering a year means the page shows about $90 to $130 a year more sewer than you pay. Enter your winter-quarter use divided by three as your water use to see your sewer charge. Storm water drainage ($31.56 a quarter, $10.52 a month) and the community and signal light fee ($3.30 a quarter, $1.10 a month) are added for a single-family home. Many homes also pay a neighborhood streetlight fee ($8.91 a quarter, $2.97 a month) where their neighborhood has street lights; it is not included.
  • Garbage: Eagan provides no garbage service and sets no hauler prices, and there is no city trash or recycling fee on the utility bill, so trash is not counted. Your hauler's price comes on top.
  • Property tax: Dakota County's final 2026 payable rates for Eagan tax area 1003 (ISD 196; about 72% of Eagan's fully homesteaded parcels in the county's parcel data, with 15% in ISD 191 and 13% in ISD 197): 87.332% of tax capacity (county 21.031%, city 38.35%, schools 24.9%, Metropolitan Council, transit, mosquito control and CDA 3.051%) plus 0.28896% of market value for the ISD 196 referendum levies. Minnesota taxes a home on tax capacity: 1.00% of taxable market value up to $500,000 and 1.25% above, so each tax-capacity rate is applied at 1.00% and one extra line adds 0.25% times 87.332% on value above $500,000. Owner-occupied homesteads also get the homestead market value exclusion, computed for the value you enter (40% of the first $95,000, reduced by 9% of value above $95,000, zero from $517,200; $10,127 at the $404,700 median); it comes off the tax-capacity parts only, and the referendum rate applies to full market value. Without the homestead box the exclusion is dropped. Homes in ISD 191 (tax area 1001/1006) pay 84.289% plus 0.18899%, and homes in ISD 197 (tax area 1004) pay 81.258% plus 0.1683%; the few homes in the Lower Minnesota River watershed add 0.934%.
  • Electricity: Dakota Electric's Schedule 31 rate effective June 1, 2026: the $12.00 fixed charge plus Eagan's $1.85 monthly residential franchise fee surcharge ($13.85), and a year-round energy price of 14.09¢ per kWh (14.60¢ for three summer months and 13.20¢ for nine, averaged, plus the $0.0054 Resource and Tax Adjustment). The RTA changes during the year and sales tax is not included. By our count of Eagan residential parcels against the state's electric service area map, about 88% are in Dakota Electric's area and 12% in Xcel Energy's (northern Eagan); Xcel homes pay Xcel's rates instead.
  • Gas: Minnesota Energy Resources' GS-NNG residential rate (we assume Eagan is supplied by Northern Natural Gas, MERC's supplier in Dakota County): the $9.50 customer charge plus Eagan's $1.85 monthly residential franchise fee ($11.35); per therm, the $0.32919 distribution charge, the $0.65533 base cost of gas, the 2026 conservation adjustment ($0.00638), GUIC surcharge ($0.01620) and revenue decoupling adjustment ($0.01313), $1.02023 in all. The real cost of gas moves monthly with the Purchase Gas Adjustment (($0.20277) per therm from October 1, 2026, which would lower the per-therm price). On the City's natural gas service area map, MERC covers most of Eagan; CenterPoint Energy and Xcel Energy serve small areas, and CenterPoint charges the same $1.85 Eagan franchise fee.
  • Typical use: 700 kWh a month (Dakota Electric's residential example in its 2026 rate notice) and about 62 therms a month (EIA 2024 Minnesota residential gas use per customer). Insurance: the 2022 NAIC statewide average premium for Minnesota (HO-3), until you enter your own.
