Ways to pay less

Nothing here applies to every house automatically. These are worth checking:

  • File for homestead

Homestead reduces property taxes for owners who occupy the home as their primary residence. The homestead market value exclusion is 40% of market value for homesteads valued at $95,000 or less (a maximum of $38,000), is reduced as values rise, and phases out at $517,200 or more.

How: Apply with Dakota County by Dec. 31; it affects the next year's taxes.

  • Claim the Minnesota property tax refund

Homestead owners with total household income under $142,490 can get a regular refund based on the property tax on their 2026 statement; a special refund applies when net property tax rises at least 12 percent and $100.

How: Forms and instructions are available from the Minnesota Department of Revenue.

  • Seniors 65+: defer part of your property tax

The Senior Citizen Property Tax Deferral keeps taxes from exceeding 3 percent of net income; the rest is paid by the state as a low-interest loan that becomes a lien on the property.

How: You must be 65 (if married, one spouse 65 or older and the other at least 62), have household income of $96,000 or less, and have lived in, owned and homesteaded the home for the last five years; apply by Nov. 1.

  • Veterans with a 70%+ disability rating: market value exclusion

A homestead of an honorably discharged veteran with a service-connected disability rating of 70 percent or higher gets a market value exclusion; the program provides a market value exclusion of $150,000 or $300,000.

How: Apply with Dakota County by Dec. 31; it affects the next year's taxes.

  • Pay property tax by bank transfer, not card

Dakota County charges a 2.29-percent convenience fee on card payments but $0.35 for an electronic transfer from a bank account.

How: Pay online from your checking or savings account.

  • Pay your utility bill by Direct Pay

Rosemount charges a small fee on payments through Payment Service Network, but Direct Pay from a checking or savings account has no fee.

How: Fill out the Direct Pay enrollment form on the City's utility billing page.

  • Income-eligible households: energy assistance

Community Action Partnership of Scott, Carver and Dakota Counties offers bill payment assistance and emergency energy help to eligible households; homeowners and renters must meet income guidelines.

How: Visit capagency.org/energy-assistance or call 651-322-3500.

How these numbers are made
  • Property tax: Dakota County's final 2026 payable rates for Rosemount tax area 3401 (School District 196), the first of four Rosemount tax areas: 85.038% of tax capacity (county 21.031%, city 36.056%, schools 24.9%, special districts 3.051%) plus 0.28896% of market value for the school referendum levies. Tax area 3404 (also district 196, higher special-district rate) pays 85.307%; areas 3402 (district 199) and 3403 (district 200) differ. We did not count homes per area, so check your own tax area on your statement.
  • Minnesota taxes a home on tax capacity: 1.00% of taxable market value up to $500,000 and 1.25% above, so each tax-capacity rate is applied at 1.00% and one extra line adds 0.25% times 85.038% on value above $500,000. Owner-occupied homesteads also get the homestead market value exclusion, computed for the value you enter (40% of the first $95,000, reduced by 9% of value above $95,000, zero from $517,200); it comes off the tax-capacity parts only, and the referendum rate applies to full market value.
  • Water: City of Rosemount 2026 rates per 1,000 gallons ($2.07, $2.59, $3.23, $5.09); the tier limits (12,000, 24,000 and 48,000 gallons) are per quarterly bill, so we use 4, 8 and 16 thousand gallons a month. The single-family 3/4-inch meter surcharge ($10.50) and meter maintenance ($1.47) are added as a monthly base of $3.99, assuming the City bills both quarterly. Storm water ($22.31 a quarter) and street lights ($7.82 a quarter) are added as monthly utility fees. Typical use is the City's 17,000-gallon average second-quarter residential use, per month.
  • Sewer: $7.22 per 1,000 gallons with a 6,000 gallon minimum per quarterly bill, measured on winter quarter water use; the calculator treats the minimum as a $14.44 monthly base covering 2 thousand gallons and charges $7.22 per 1,000 gallons above that.
  • Garbage: Rosemount licenses private haulers and publishes no price, so no trash cost is in the total. Electricity: Dakota Electric Schedule 31 ($12.00 fixed and a year-round energy price of 14.09 cents per kWh: 14.6 cents for three summer months and 13.2 cents for nine, averaged, plus the $0.0054 RTA); Xcel Energy serves other Rosemount homes at Xcel's own rates, and we did not count how many homes each serves. Gas: Minnesota Energy Resources GS-NNG $9.50 customer charge and $1.02023 per therm ($0.32919 distribution, $0.65533 base cost of gas, $0.00638 conservation, $0.01620 GUIC, $0.01313 decoupling), before the monthly Purchase Gas Adjustment; CenterPoint Energy serves some homes. Typical electricity use is 700 kWh a month (Dakota Electric's residential example); insurance is the 2022 NAIC Minnesota average (HO-3).
  • Sewer is billed on winter-quarter water use, but the calculator applies the same typical use (the City's 17,000-gallon second-quarter average, a summer quarter) to sewer, so sewer is probably overstated for a typical household. Gas: the GS rates are those on Minnesota Energy Resources' posted tariff sheet (effective March 1, 2024); the company's Minnesota rates page may show a different distribution figure, which we could not date, and the monthly Purchase Gas Adjustment, which changes the bill, is not included (checked 2026-10-22). Property tax: Dakota County's published median estimated market value is the figure used; the county's separate proposed-tax comparison lists a different median value and tax for district 196, which we did not reconcile. Insurance: $1,774 is the 2022 figure, the newest Minnesota number on that page, and is dated. Trash is not in the total; households pay a licensed hauler on top.
