How these numbers are made
  • Water: City of Rogers 2026 Master Fee Schedule, billed monthly: $8.73 base charge for a 0.625" meter plus the $1.27 state-mandated testing fee ($10.00 a month), then $2.60 per 1,000 gallons to 3,000, $3.20 to 11,000, $4.00 to 37,000 and $5.20 above. The page starts at 6.68 CCF (5,000 gallons), the City's residential average water consumption used for new owners' winter average.
  • Sewer: $14.30 a month plus $5.50 per 1,000 gallons. Rogers bases sewer use on winter-month water use; the page charges sewer on the water use entered, so enter your winter use to check it. Storm water: $6.00 a month residential, on the utility bill. Garbage: Rogers is open-hauling and lists hauler phone numbers but no trash price, so only the $5.25 monthly recycling fee on the city bill is added; your hauler's charge is extra.
  • Property tax: Hennepin County's final 2026 rates for Rogers tax area 92 with Elk River ISD 728, the larger of Rogers' school areas (44.5M of 48.2M total value; the Osseo ISD 279 and Buffalo ISD 877 parts pay different school rates). Total 110.172% of tax capacity plus 0.25477% of market value for ISD 728 referendums. The homestead market value exclusion comes off the tax-capacity parts; a further 0.25% x 110.172% applies above $500,000. The starting value is the county's median for single-family homes in Rogers within ISD 728, not the whole city.
  • Electricity and gas: Xcel Energy figures as in neighboring Hennepin cities (2024 tariff $6.00 basic charge, which may have changed; 15.96 cents per kWh from the 2024 EIA Xcel Minnesota residential average). Wright Hennepin Electric also serves part of Rogers and we did not determine which serves more homes, so the total may be somewhat off. Gas per therm is CenterPoint's delivery charge, cost of gas and riders. CenterPoint's franchise-fee table lists $4.00 for Rogers residential meters but does not state the period, so it is not added. Insurance: the 2022 NAIC statewide average premium for Minnesota (HO-3), the latest on that source; the page's total excludes trash.
  • CenterPoint's cost of gas is adjusted periodically, so the current figure may differ from the tariff.
  • Nothing here is legal, tax or insurance advice.
