How these numbers are made
- Property tax uses St. Louis County's 2026 notice-of-taxes rate sheet for the City of Hermantown in school district 700: city 46.515%, school 16.739%, county 62.266% and special taxing districts 1.289% of tax capacity, plus the 0.09153% school market-value referendum rate. Each tax-capacity rate is the county percent times the 1.00% class rate. A small number of Hermantown parcels are in school district 704 with different rates.
- The starting value is the Census median market value, not an assessed value; the page figures tax capacity after the homestead market value exclusion, and applies the school market value rate to market value.
- Water is the 2026 column of the city fee schedule: $11.37 monthly service charge for a 5/8" to 1" meter plus the $7.50 monthly Water Infrastructure Fee, and per-1,000-gallon tiers of $10.31, $11.86 and $13.04. Sewer is $3.61 monthly plus $11.31 per 1,000 gallons, modelled on the same monthly use as water. Stormwater is one ERU at $8.87 a month; the state water testing fee ($15.22 on the annual bill, about $1.27 a month) is not counted.
- Electricity is Minnesota Power's residential rate: $9.00 service charge plus the $2.00 Hermantown franchise fee, and 10.772¢ per kWh plus the 0.835¢ renewable resources rider and 0.961¢ transmission cost recovery rider. The fuel and purchased energy, conservation program and capacity riders change over time and are not included, so the true bill is somewhat higher. The $2.00 franchise fee is modelled as part of the flat monthly charge.
- Trash is not counted: the city requires a licensed private collector and no prices are published by the city. Gas (Minnesota Energy Resources) rates are not included. Insurance is the Minnesota statewide average from the Insurance Information Institute table (2022); premiums have likely risen since.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
