Ways to pay less

Nothing here applies to every house automatically. These are worth checking:

  • Had a leak? Ask for the one-time leak adjustmentUp to $500 off one quarterly bill

Edina gives residential customers a one-time adjustment when a leak or pipe break doubles water use over the property's 4-year average for that quarter.

How: Fix it permanently, then submit the City's online Leak Adjustment Request Form with repair receipts within 90 days of the bill's due date.

  • Pay the utility bill by bank, not card

Since Sept. 1, 2025, Edina adds a 3% convenience fee to utility bills paid by card, including debit and card autopay.

How: Pay by check or money order, or set up automatic payments from a bank account (ACH).

  • Claim the Minnesota property tax refund

Minnesota homeowners may get a Property Tax Refund based on income and property taxes.

How: File Form M1PR with the Minnesota Department of Revenue by August 15 (late filing allowed up to one year).

  • Veterans with a 70%+ disability rating: market value exclusion$150,000 or $300,000 off taxable value

Veterans with a service-connected disability rating of 70% or higher get $150,000 or $300,000 taken off their home's taxable value, depending on status.

How: Apply with Hennepin County by December 31; the home must be classified as homestead.

  • LIHEAP households: CenterPoint Gas Affordability Program

Residential customers who receive LIHEAP energy assistance and agree to a levelized payment plan and a payment schedule can get an affordability bill credit and arrearage forgiveness.

How: The program is available to residential customers qualified for and receiving LIHEAP assistance.

  • Paid property tax late? Ask for a penalty abatement

Hennepin County lets owners request an abatement of the late-payment penalty once every ten years, for current-year taxes.

How: Pay the tax in full, then apply by June 30 (first half) or November 30 (second half).

How these numbers are made
  • Water: City of Edina 2026 residential rates for the main Edina system (not Morningside, which buys Minneapolis water): the $30.12 quarterly meter charge for a 3/4-inch meter as $10.04 a month, then $2.81, $4.27, $7.06 and $8.75 per 1,000 gallons. The tier limits (12,000, 24,000 and 72,000 gallons) are applied per quarterly bill, so we use 4, 8 and 24 thousand gallons a month.
  • Sewer: $8.42 per 1,000 gallons of water, with no fixed charge. Edina bills houses on the lesser of the winter quarter or actual use with an 8,000-gallon ($67.32) quarterly minimum; the calculator charges on the water use you enter and does not apply the minimum or the winter cap. Storm water drainage is $63.25 a quarter ($21.08 a month).
  • Garbage: Edina has no city trash service and we could not read a hauler's price list, so trash itself is not counted; the City's quarterly recycling ($15.00) and organics recycling ($16.89) fees on the utility bill are counted as utility fees ($5.00 and $5.63 a month). Your hauler's trash price comes on top.
  • Property tax: 2026 payable rates for the most common Edina tax area (City 24, Edina schools ISD 273, Nine Mile Creek watershed; total 110.238% of tax capacity plus 0.20252% of market value for school referendums). Tax capacity is 1.00% of the first $500,000 of value plus 1.25% above, which equals 1.25% of (value minus $100,000); so each tax-capacity part is its rate times 1.25%, applied to value less $100,000, and the referendum rate applies to full value. That is exact for homes worth $517,200 or more (about $10,289 at the $738,200 median) and slightly understates homes under $517,200, where the homestead market value exclusion and the 1.00% rate work differently. Homes in the Minnehaha Creek watershed (1.086%) or the Hopkins, Richfield, Bloomington, Eden Prairie or St. Louis Park school districts pay somewhat different rates.
  • Electricity: EIA's 2024 Xcel Minnesota residential average (revenue $1,473 million over 8,677 GWh, 16.98¢ per kWh) already includes every charge, so we keep Xcel's $6.00 basic service charge as the fixed part and lower the per-kWh price to 15.96¢ (revenue minus $6.00 a month per customer, divided by kWh), which gives the same average bill at 588 kWh. The 2024 average predates the interim rate increase in effect since January 2025 and the 2026 rate case decision. Edina's 4% franchise fee is added on electricity and gas.
  • Gas: CenterPoint Energy's $9.50 basic charge; per therm, delivery plus the tariff's base cost of gas, revenue decoupling and Natural Gas Innovation Act charges. The real cost of gas moves monthly with the Purchased Gas Adjustment.
  • Typical use: about 588 kWh a month (EIA 2024, Xcel Energy Minnesota residential sales per customer) and about 62 therms a month (EIA 2024 Minnesota residential gas use per customer). Insurance: the 2022 NAIC statewide average premium for Minnesota (HO-3), until you enter your own.
  • Not included: Edina's storm drainage fee (Storm drainage (residential rate), about $21.0833 a month), which is set by a formula for each property.
  • Nothing here is legal, tax or insurance advice.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.

Questions to ask your candidates

Each one starts from a number above. Any candidate can answer them.

1. Property tax rate

The fact: Edina's property tax rate is 1.58%, higher than 25 of the other 33 Minnesota cities we cover. The rate adds up every agency on the bill, not only the city.

Ask: "Property tax in Edina is 1.58%, higher than 25 of the other 33 Minnesota cities we cover. What should that money pay for first, and would you change anything about how it is set?"

2. Sewer and utility-bill fees

The fact: Sewer and flat utility-bill charges here come to about $808 a year, higher than 27 of the other 34 Minnesota cities we cover. Some cities bill sewer on the property tax bill instead, which is not counted here.

Ask: "Sewer and flat utility-bill charges here cost about $808 a year, higher than 27 of the other 34 Minnesota cities we cover. What drives that cost, and would you change anything?"
