Ways to pay less
Nothing here applies to every house automatically. These are worth checking:
File for homestead
Homestead is a property classification for homes occupied by the owner or a qualifying relative as their primary residence; it can make you eligible for the homestead market value exclusion and the property tax refund (relative homesteads do not qualify for the refund).
How: Apply online with Washington County by December 31 for taxes payable the following year.
Claim the Minnesota property tax refund
Homeowners with 2025 total household income under $142,490 may qualify for the homestead credit refund; a special refund applies when net property tax rises at least 12 percent and at least $100.
How: File Form M1PR with the Minnesota Department of Revenue by August 15 (you may file up to one year late).
Seniors 65+: defer part of your property tax
Property Tax Deferral for Senior Citizens limits the tax you pay to 3% of total household income; the state pays the remainder as a loan, repaid with interest when you sell or cancel.
How: You must be 65 or older (if married, the other spouse at least 62), have household income of $96,000 or less and have owned, lived in and homesteaded the home for 5 years; apply by November 1.
Veterans with a 70%+ disability rating: market value exclusion$150,000 or $300,000 off market value
Honorably discharged veterans with a service-connected disability rating of 70% or higher who own and occupy a homestead on December 31 can get a $150,000 market value exclusion; a 100% permanent and total rating qualifies for $300,000.
How: Apply with Washington County using its application for veterans with disabilities.
Pay property tax by eCheck, not card
Washington County charges a $0.75 fee to pay online by eCheck and 2.35% (minimum $1.49) by card.
How: Choose eCheck when paying online, or mail a check postmarked by the due date.
Free food scrap bags
Oakdale residents can order a free annual supply of food scrap bags; any licensed trash hauler in the City accepts the bags in trash carts.
How: Order at FoodScrapsPickup.com or call 651-661-9393.

How these numbers are made
- Property tax: Washington County's final certified 2026 payable rates for Oakdale tax area 6404 (North St. Paul-Maplewood-Oakdale Schools ISD 622 and the Valley Branch Watershed District, the county's example combination for Oakdale): 103.951% of tax capacity (county 24.449%, city 42.276%, ISD 622 31.607%, Met Council, mosquito control, CDA, regional rail and transit district 3.047%, watershed 2.571%) plus 0.15415% of market value for the ISD 622 and county library referendum levies. The state general tax does not apply to homesteads.
- Minnesota taxes a home on tax capacity: 1.00% of taxable market value up to $500,000 and 1.25% above, so each tax-capacity rate is applied at 1.00% and one extra line adds 0.25% times 103.951% on value above $500,000. Owner-occupied homesteads also get the homestead market value exclusion (40% of the first $95,000, reduced by 9% of value above $95,000, zero from $517,200); it comes off the tax-capacity parts only, and the referendum rate applies to full market value. Without the homestead box the exclusion is dropped.
- Other Oakdale tax areas pay different rates: tax area 6402 (ISD 622, Ramsey-Washington Metro Watershed) 104.067% and area 6405 (ISD 832, Valley Branch) 98.124% of tax capacity; the median value is for ISD 622 homesteads.
- Water and sewer: City of Oakdale 2026 utility rates, billed quarterly and converted to monthly by dividing by 3: water $15.84 base per quarter, then $2.60, $2.89 and $3.10 per 1,000 gallons up to 25,000, up to 50,000 and above 50,000 gallons a quarter. Sewer is a $26.17 base per quarter plus $4.72 per 1,000 gallons; the City bills sewer on winter-quarter use with a 12,000-gallon quarterly minimum, which we do not model, so we apply sewer to the water use you enter. The page starts at 9 CCF a month because the City publishes no typical use. Street lights ($17.48 per quarter) and storm sewer ($11.40 per quarter) for single-family homes are counted as utility fees; the City also bills an annual Minnesota testing fee whose amount we could not source.
- Electricity: Xcel Energy's $6.00 residential Basic Service Charge, and per kWh the 2024 average Xcel Minnesota residential revenue (EIA: $1,473 million over 8,677 GWh) less the basic charges, 15.96 cents; it predates recent rate changes. Typical use: about 588 kWh a month (EIA 2024, Xcel Minnesota residential sales per customer). Oakdale Ordinance 917 sets a franchise fee of 3% of gross revenue per account on Xcel electric (residential included) from the January 2024 billing month; we do not add it to the rate, so electric costs are about 3% higher than shown. We found no current approved Xcel per-kWh residential rate for 2026, so the 2024 average stands.
- Gas: we use Xcel Energy, which lists Oakdale in its gas service area; CenterPoint Energy's tariff also lists an Oakdale franchise fee, we could not find each utility's share, and the city's franchise ordinances do not say which serves most homes; CenterPoint rates are not modeled and the Oakdale gas franchise fees are unsourced. Xcel's interim-rate average bills ($43 at 30 therms, $65 at 50, $88 at 71, $119 at 100) are fitted by a straight line: about $10.61 a month plus $1.0858 per therm; typical use is 71 therms. Garbage: Oakdale residents hire a licensed hauler and the City sets no trash price, so trash is not counted; add your hauler's price. Insurance: the 2022 NAIC statewide average premium for Minnesota (HO-3), until you enter your own.
- Insurance: the 2022 figure is four years old; we did not find a newer NAIC statewide average.
- Modelling remark: the 2024 electric average likely understates today's bills after Xcel's 2025 rate changes; CenterPoint Energy also lists an Oakdale franchise fee so may serve part of the city (its rates are not modeled).

| Property tax rate | 1.45% | 1.49% | lower than 19 of the other 33 Minnesota cities we cover |
| Water | $273 | $339 | lower than 27 of the other 34 Minnesota cities we cover |
| Sewer and utility-bill fees | $602 | $621 | lower than 20 of the other 34 Minnesota cities we cover |

| Total | $8,872 | $9,536 | lower than 29 of the other 34 Minnesota cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
