How these numbers are made
- Water: City of Little Falls 2026 rates (Resolution 2025-61A, effective with the February 10, 2026 billing): we add the $1.27 state Safe Drinking Water fee to the $19.85 basic rate, then $4.67 to $6.15 per 1,000 gallons in six blocks.
- Sewer: $21.66 a month plus $7.13 per 1,000 gallons of water; summer bills use your winter average.
- Garbage: 2026 city cart fee plus the $1.50 garbage surcharge, Minnesota's 9.75% residential solid waste tax on both (the city's 2026 rate flyer shows $2.33 tax on the 64-gallon cart), plus $6.17 recycling and a $2.75 recycling surcharge. The storm water utility fee on the same bill is not included because we could not confirm the residential amount.
- Property tax: Morrison County does not publish a per-value tax rate or an example bill online, so the rate is the Census ACS 2020–2024 median real estate taxes paid ($2,310) divided by the median home value ($202,600). It already reflects the homestead class rate and market value exclusion, and predates the city's 15.6% levy increase for 2026.
- Electricity: the fixed charge we use is Minnesota Power's $9.00 service charge plus the $1.00 Little Falls franchise fee and the $1.28 affordability surcharge; the per-kWh price is the 10.772¢ flat rate plus the renewable, transmission, conservation and solar riders and the October 2026 fuel charge (system rate times the residential factor). The monthly capacity adjustment is left out because Minnesota Power publishes it only as an image.
- Gas: CenterPoint Energy's $9.50 basic charge; per therm, delivery plus the tariff's base cost of gas, revenue decoupling and Natural Gas Innovation Act charges. The real cost of gas moves monthly with the Purchased Gas Adjustment.
- Typical use: 712 kWh a month (EIA 2024 Minnesota residential average) and about 62 therms a month (EIA 2024 Minnesota residential gas use per customer).
- Insurance: the 2022 NAIC statewide average premium for Minnesota (HO-3), until you enter your own.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
