How these numbers are made
  • Property tax uses Hennepin County's final 2026 rates for Richfield tax area 81 (the area with no watershed district levy; the city's surface water plan puts 4.2 of its square miles in the Richfield-Bloomington WMO, 2.1 in Minnehaha Creek WD and 0.6 in Nine Mile Creek WD, whose homes pay an extra 1.086% or 1.291% of tax capacity). City 55.783% plus HRA 1.298%, county 39.242%, school 27.967% on tax capacity and 0.17089% on market value, metro 1.918%, parks/museum/rail/HRA 5.205%. The value is the county's 2025 median estimated market value for single-family homes. Garbage adds each trash cart's quarterly price to the required recycling ($19.91) and organics ($17.29) charges, divided by 3. Water: $10 quarterly administrative charge and the $15.22 annual state testing fee, spread monthly, plus the 2026 tiers (breakpoints 15,000 and 25,000 gallons a quarter, divided by 3). Sewer is charged per 1,000 gallons of water used; the page applies it to all water use, ignoring the 7,000-gallon quarterly minimum. Electric and gas use the same Xcel and CenterPoint figures as the nearby Minnesota pages (statewide EIA averages and CenterPoint's 2026 tariff). City franchise fees on the electric bill, and the $5.10 a-meter residential gas franchise fee in CenterPoint's tariff, are not included because the sources do not state the billing period. The $6.00 electric basic charge comes from an older Xcel tariff sheet; Xcel's 2025-26 Minnesota rate case (docket E002/GR-24-320) raised rates by about 3% a year on average, so the $6.00 and the 15.96¢ are estimates, not the current tariff. Electric and gas figures leave out franchise fees and riders. Garbage prices are from the city's undated garbage and recycling guide and match its text.
