Ways to pay less

Nothing here applies to every house automatically. These are worth checking:

  • Moved in this year? Apply for homestead by Dec. 31

Homestead lowers the taxable value of a home you own and live in. The homestead market value exclusion is 40% of value for homesteads valued at $95,000 or less (a maximum of $38,000), is reduced as values rise, and phases out at $517,200 or more.

  • Claim the Minnesota property tax refund

The due date for the property tax refund is August 15. You may file up to one year after the due date.

  • Seniors 65+: defer part of your property tax

With the Senior Citizens Property Tax Deferral, the tax you pay is 3% of household income and the state pays the rest as a loan, repaid with interest when you sell or cancel.

How: You must be 65 or older (if married, the other spouse at least 62) with household income of $96,000 or less; apply by November 1.

  • Veterans with a 70%+ disability rating: market value exclusion$150,000 or $300,000 off market value

Honorably discharged veterans with a service-connected disability rating of 70% or higher who own and occupy a homestead can get a $150,000 market value exclusion; a 100% permanent and total disability rating qualifies for $300,000.

How these numbers are made
  • Property tax: Rice County's final 2026 payable rates for Faribault city in School District 656: 105.091% of tax capacity (county 38.251% plus county HRA 0.209%, city 51.551% plus HRA 1.560% and EDA 1.529%, school district 11.991%) plus 0.16126% of market value for the school referendum levy.
  • Minnesota taxes a home on tax capacity: 1.00% of taxable market value up to $500,000 and 1.25% above, so each tax-capacity rate is applied at 1.00% and one extra line adds 0.25% times 105.091% on value above $500,000. Owner-occupied homesteads also get the homestead market value exclusion (40% of the first $95,000, reduced by 9% of value above $95,000, zero from $517,200), which comes off the tax-capacity parts only; the referendum rate applies to full market value. The starting value is the Census median (market), not an assessor figure.
  • Water and sewer: City of Faribault 2026 fee schedule (Resolution 2026-070). Water is $14.49 a month for a 5/8-3/4 inch meter plus three tiers priced per gallon (shown per 1,000 gallons, breaks at 12,000 and 24,000 gallons a month); sewer is $11.02 a month plus $0.004061 per gallon of water used. The City publishes no typical use, so the page starts at its default use. Storm water is $9.82 a month per residential lot equivalent; each single-family property is one.
  • Garbage: the City lists haulers and does not provide the service; residents choose a hauler whose prices are not published by the City, so none is in the totals. The Rice County solid waste fee of $60 a year is on the property tax bill and is added once.
  • Energy: Xcel Energy serves most Faribault homes for electric and gas (Steele Waseca Electric Cooperative and Greater Minnesota Gas Co. serve parts). Rates are Xcel's Minnesota residential figures as used on the Northfield page (EIA 2024 average price with the $6.00 base charge removed, tariff base charge, Xcel's January 2026 interim gas average bills), plus the City's flat monthly franchise fees: $6.63 electric and $6.96 gas (the $1.63 and $1.96 existing fees plus the $5.00 street-improvement fee each, from the City's franchise fee FAQ for the January 2022 change; Xcel's current city-fee tariff was not found). Insurance is the NAIC statewide 2022 average premium. Modelling remarks: the electric rate is a 2024 average price and Xcel's Minnesota residential rates have had interim increases since (2025 and January 2026), so the electric total may be low; the two city fees are 2022 figures and may have changed; the insurance figure is the 2022 NAIC average, the latest on the Insurance Information Institute page, and Minnesota premiums have likely changed since. The real total is higher by your garbage hauler's bill.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
