Ways to pay less
Nothing here applies to every house automatically. These are worth checking:
File for homestead
Homestead is a property classification for homes occupied by the owner or a qualifying relative as their primary residence; it can make you eligible for the homestead market value exclusion and the property tax refund (relative homesteads do not qualify for the refund).
How: Apply online with Washington County by December 31 for taxes payable the following year.
Claim the Minnesota property tax refund
Homeowners with 2025 total household income under $142,490 may qualify for the homestead credit refund; a special refund applies when net property tax rises at least 12 percent and at least $100.
How: File Form M1PR with the Minnesota Department of Revenue by August 15 (you may file up to one year late).
Seniors 65+: defer part of your property tax
Property Tax Deferral for Senior Citizens limits the tax you pay to 3% of total household income; the state pays the remainder as a loan, repaid with interest when you sell or cancel.
How: You must be 65 or older (if married, the other spouse at least 62), have household income of $96,000 or less and have owned, lived in and homesteaded the home for 5 years; apply by November 1.
Veterans with a 70%+ disability rating: market value exclusion$150,000 or $300,000 off market value
Honorably discharged veterans with a service-connected disability rating of 70% or higher who own and occupy a homestead on December 31 can get a $150,000 market value exclusion; a 100% permanent and total rating qualifies for $300,000.
How: Apply with Washington County using its application for veterans with disabilities.
Pay property tax by eCheck, not card
Washington County charges a $0.75 fee to pay online by eCheck and 2.35% (minimum $1.49) by card.
How: Choose eCheck when paying online, or mail a check postmarked by the due date.

How these numbers are made
- Property tax: Washington County's final certified 2026 payable rates for Stillwater City tax area 7603 (ISD 834, Brown's Creek Watershed District, urban service district): 107.23216746% of tax capacity (county 22.479%, city 55.280%, ISD 834 22.695%, watershed 3.731%, Met Council and other metro levies 3.047%) plus 0.14292396% of market value for the ISD 834 referendum levy. The county's note says the county library levy is not included in the City of Stillwater, so no library part is used. Other Stillwater tax areas pay between 89.89% and 107.23% of tax capacity (different watershed or urban/rural service district); area 7603 was chosen as the urban service district in the Brown's Creek watershed, which we could not confirm as the area with the most homes; homes in the other areas pay tax-capacity rates up to about 16% lower than area 7603.
- Minnesota taxes a home on tax capacity: 1.00% of taxable market value up to $500,000 and 1.25% above, so each tax-capacity rate is applied at 1.00% and one extra line adds 0.25% times 107.232% on value above $500,000. Owner-occupied homesteads also get the homestead market value exclusion (40% of the first $95,000, reduced by 9% of value above $95,000, zero from $517,200), taken off the tax-capacity parts only; the referendum rate applies to full market value. The county's median Pay 2026 estimated market value for City of Stillwater homesteads in ISD 834 ($415,600) is the starting value.
- Water, sewer and fees come from the City of Stillwater 2026 Fee Schedule (effective January 6, 2026), billed quarterly: water $1.80, $2.40, $2.95 and $4.65 per 1,000 gallons for the 1,000-8,000, 9,000-18,000, 19,000-28,000 and 29,000+ gallon steps. The schedule does not say whether the steps are per month or per quarter; they are read as per month. No base water charge is listed, so none is added. Sanitary sewer is the first minimum charge of $82.40 a quarter ($27.47 a month); the schedule also lists an overage charge of $11.00 without a unit, so overage is left out. Residential street lighting is $13.25 a quarter. The schedule lists storm sewer at $18.00 a quarter without saying it is a residential rate, so it is left out of the total. The City's pages block automated readers, so the billing period of the water steps, what the sewer minimum covers and the overage unit could not be confirmed; water and sewer are estimates and actual bills may be higher.
- Trash: Stillwater licenses private haulers and publishes no trash rate we could find, so trash is NOT included in the total ($0 here); add your hauler's price. The City's own pages block automated readers, so city figures are taken from the fee schedule text.
- Electricity and gas: Xcel Energy serves Stillwater (communities-served list). Electric (approximate, 2024 average, not an all-in 2026 rate) uses EIA's 2024 Northern States Power-Minnesota residential average per kWh with the $6.00 basic service charge removed from it; gas uses a linear fit of Xcel's interim-rate average bills. No Stillwater franchise fee was found, so none is added. Home insurance is the NAIC 2022 Minnesota statewide HO-3 average, the latest year in the source.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
