How these numbers are made
  • Water: City of Champlin 2026 residential rates (effective January 1, 2026, billed monthly): the $8.67 monthly administrative charge plus the $1.27 monthly state water test fee ($9.94), then $2.29 per 1,000 gallons up to 9,000 gallons, $2.90 to 34,000 gallons and $3.67 above. The City publishes no typical household use, so the page starts at 9 CCF (about 6,700 gallons) a month.
  • Sewer and other city fees: $9.45 a month plus $6.92 per 1,000 gallons. Champlin bills the usage charge on December–February water use, not on the month's use, so the calculator charges it on the lower of the use you enter and 4,800 gallons a month: the City's sanitary sewer plan (2040 Comprehensive Plan, Section 8) projects wastewater flows at 160 gallons per day per Residential Equivalent Connection, 160 x 30 = 4,800 gallons a month. That planning flow stands in for a typical home's winter water use, which the City does not publish; enter your own December–February average to see your sewer charge (at the 9 CCF default, sewer is $9.45 + 4.8 x $6.92 = $42.67). The storm water fee ($10.99 a month for a low density residential lot; $8.45 for medium density) and the $4.03 monthly single-family street light fee are added as utility fees.
  • Garbage: Champlin's organized collection (Champlin Refuse Inc.: ACE or Republic Services by territory) covers single-family homes and buildings up to four units. Each cart price is the 2026 refuse rate ($12.54, $17.29 or $22.03 a month for 35, 65 or 95 gallons) plus the $6.58 recycling charge and the $3.85 organics charge billed to every household under Hennepin County Ordinance 13. Seasonal curbside yard waste ($94.26 for the 2026 season, billed by the hauler) is not included.
  • Property tax: Hennepin County's final 2026 payable rates for Champlin tax area 50-011-9 (Anoka-Hennepin ISD 11, West Mississippi watershed), which holds about two-thirds of Champlin's real estate tax capacity: 104.185% of tax capacity (county 39.242%, city 43.014% and EDA 1.694%, ISD 11 13.028%, Metropolitan Council, transit and mosquito control 1.918%, Hennepin parks, Park Museum, railroad authority and county HRA 5.205%, watershed 0.084%) plus 0.18441% of market value for ISD 11 referendums. The homestead market value exclusion (40% of value up to $95,000, then $38,000 minus 9% of value above $95,000, zero from $517,200) comes off the tax-capacity parts; a further 0.25% x 104.185% is added on value above $500,000 (1.25% class rate). At the $351,000 median the tax is about $4,148. Homes in the Elm Creek watershed part of the city pay 104.331%.
  • Electricity: in the state's electric utility service area map, about 73% of Champlin's residential parcels (4,847 of 6,595) fall in Xcel Energy's area, 23% in Anoka Municipal Utility's and 4% in Connexus Energy's. Xcel figures: the $6.00 basic service charge plus the $3.58 monthly Champlin residential franchise fee in Xcel's tariff ($9.58), and per kWh the 2024 average Xcel Minnesota residential revenue (EIA) less the basic charges, 15.96 cents; that average covers the seasonal energy rates, fuel cost charge and riders but predates the interim rate increase in effect since January 2025. Homes served by Anoka Municipal Utility or Connexus Energy pay those utilities' rates instead (Connexus adds a $3.98 monthly Champlin residential surcharge).
  • Gas: CenterPoint Energy's $9.50 basic charge plus the $3.98 monthly Champlin residential franchise fee in CenterPoint's tariff ($13.48); per therm, the delivery charge plus the tariff's cost of gas, revenue decoupling and Natural Gas Innovation Act charges ($0.97366); the cost of gas moves monthly. Typical use: about 588 kWh a month (EIA 2024, Xcel Minnesota residential sales per customer) and about 62 therms a month (EIA 2024 Minnesota residential average). Insurance: the 2022 NAIC statewide average premium for Minnesota (HO-3), until you enter your own.
  • Sewer: because the usage charge follows December–February water use, the page caps the sewer usage at 4,800 gallons a month; enter your winter use as your water use to check it.
  • Nothing here is legal, tax or insurance advice.
