Ways to pay less

Nothing here applies to every house automatically. These are worth checking:

  • Apply for homestead by December 31

Homestead is for the property you own and occupy as your primary home. The homestead market value exclusion is 40% of value for homesteads valued at $95,000 or less (a maximum of $38,000), is reduced as values rise, and phases out at $517,200 or more.

How: Apply to your county assessor by December 31 to qualify for taxes payable the next year; Carver County uses Form CR-H, the Homestead Application.

  • Claim the Minnesota property tax refund

Minnesota homeowners may get a Property Tax Refund based on income and property taxes.

How: File Form M1PR with the Minnesota Department of Revenue by August 15 (late filing allowed up to one year).

  • Veterans with a disability: $150,000 or $300,000 market value exclusion$150,000 or $300,000 market value exclusion

Honorably discharged veterans with a 70% or greater service-connected disability can get a $150,000 market value exclusion; a 100% permanent and total disability rating qualifies for $300,000.

How: The property must have a homestead classification; you must own and occupy it on December 31.

  • Seniors 65+ with household income of $96,000 or less: defer property taxes

The Senior Citizens Property Tax Deferral caps the tax you pay at 3% of household income; the state pays the rest as a loan, repaid with interest when you sell the home or voluntarily cancel the deferral. You must have owned, lived in and homesteaded the home for the last 5 years, have no reverse mortgage, life estate, tax liens or judgment liens, and other liens must be under 75% of the estimated market value.

How: Apply by November 1 to defer your property taxes the following year.

  • LIHEAP households: CenterPoint Gas Affordability Program

Residential customers who receive LIHEAP energy assistance and agree to a levelized payment plan and a payment schedule can get an affordability bill credit and arrearage forgiveness.

How: The program is available to residential customers qualified for and receiving LIHEAP assistance.

  • Pay property tax on time: penalties run 2% to 14%

Carver County adds a penalty the day after the due date, and it increases on the first of each month; the later the payment, the greater the penalty.

How: Mail payments with an official U.S. postmark on or before the due date, or pay online from a checking (not savings) account.

  • Water-efficient appliance and fixture rebatesUp to $100 per qualifying appliance or toilet

The city's Utility Rebate Program offers up to $100 for an ENERGY STAR certified clothes washer or dishwasher, up to $100 per WaterSense toilet and up to $50 per WaterSense shower head or faucet.

How: Approved rebates are applied as a credit to your city utility bill; see the city's rebate page for the applications.

How these numbers are made
  • Water: City of Victoria rates updated January 1, 2026: $10.67 monthly base charge plus the $2.11 monthly meter charge for a 5/8 inch meter ($12.78), then $2.65 per 1,000 gallons to 5,000 gallons, $3.18 to 10,000, $3.82 to 17,000, $5.50 to 25,000 and $6.60 above, treated as monthly breakpoints because the city bills monthly. No typical use is published, so the page starts at 9 CCF.
  • Sewer: $15.95 monthly base charge plus $3.42 per 1,000 gallons; the city's higher tiers ($3.76 to $5.00 per 1,000 gallons above 5,000 gallons) are not modeled, so sewer may be understated for high use. Stormwater: the city's rates page lists a $13.86 monthly storm water base charge but does not say it applies to single-family homes, so it is excluded from every total here and the real bill is likely higher. Trash: the city does not bill it; residents hire a licensed hauler, so no trash cost is included.
  • Property tax: the city's 2025 financial statements list 30.406% city, 30.934% Carver County, 27.551% School District 112 and 3.456% special districts, a combined 92.347% of tax capacity. Part of Victoria is in School District 110 (Waconia; combined 88.073%); District 112's share of the overlapping school tax base is about four times District 110's, so 112 is used. The calculator removes the homestead market value exclusion and applies the 1.00% class rate (1.25% above $500,000). Referendum market value levies and any assessments for local improvements are not included. The city's property tax page links a list of levied assessments by parcel, so they vary by home. The starting value is the city's $555,700 median home market value.
  • Electricity: Xcel Energy's $6.00 monthly charge and the 2024 EIA average Minnesota residential rate; typical use is the EIA average per Xcel residential customer. Minnesota Valley Electric Cooperative also serves part of Victoria and we could not find how many homes each serves. Gas: CenterPoint's $9.50 basic charge plus the $3.00 monthly Victoria franchise fee, and the per-therm delivery, cost-of-gas and rider charges; typical use is the EIA Minnesota residential average.
  • Insurance: the 2022 NAIC statewide average premium for Minnesota (HO-3); it is probably out of date and low.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.

Questions to ask your candidates

Each one starts from a number above. Any candidate can answer them.

1. Property tax rate

The fact: Victoria's property tax rate is 1.15%, lower than 33 of the other 33 Minnesota cities we cover. The rate adds up every agency on the bill, not only the city.

Ask: "Property tax in Victoria is 1.15%, lower than 33 of the other 33 Minnesota cities we cover. What should that money pay for first, and would you change anything about how it is set?"

2. Sewer and utility-bill fees

The fact: Sewer and flat utility-bill charges here come to about $468 a year, lower than 29 of the other 34 Minnesota cities we cover. Some cities bill sewer on the property tax bill instead, which is not counted here.

Ask: "Sewer and flat utility-bill charges here cost about $468 a year, lower than 29 of the other 34 Minnesota cities we cover. What drives that cost, and would you change anything?"
