How these numbers are made
- Property tax: Scott County's payable 2026 rates for Shakopee tax district 2204 (School District 720 and the Lower Minnesota River watershed, the district with the most taxable tax capacity in the city): 84.682765% of tax capacity (county 28.1066%, city 28.9354%, schools 22.43147%, Met Council, transit and mosquito control 2.0049%, Scott County CDA, Shakopee EDA and Regional Rail 2.2218%, watershed 0.9826%) plus 0.259163% of market value for the School District 720 referendum levy. District 2206 (Scott WMO instead of the watershed district) is 0.09 points lower; districts 2201 and 2203 are in School District 191 (Burnsville).
- Minnesota taxes a home on tax capacity: 1.00% of taxable market value up to $500,000 and 1.25% above, so each tax-capacity rate is applied at 1.00% and one extra line adds 0.25% times 84.682765% on value above $500,000. Owner-occupied homesteads also get the homestead market value exclusion, computed for the value you enter (40% of the first $95,000, reduced by 9% of value above $95,000, zero from $517,200; $14,033 at the $361,300 median); it comes off the tax-capacity parts only, not the referendum levy. The typical value is the median from the City's 2026 budget; Scott County's 2026 assessment (for taxes payable in 2027) puts the average Shakopee home at $402,700.
- Water and sewer: Shakopee Public Utilities' 2026 monthly water rates for a 5/8 x 3/4 inch meter: $8.07 fixed service charge, then $3.23 per 1,000 gallons up to 5,000 gallons and $3.87 above, each plus the $0.47 per 1,000 gallon reconstruction charge ($3.70 and $4.34). City sewer: $4.60 a month plus $3.94 per 1,000 gallons ($1.05 city + $2.89 Met Council) on the water use you enter; the City caps summer sewer billing at 115% of March water use (5,000-gallon minimum cap), which is not modeled. Storm water drainage is counted as a $2.95 monthly utility fee (1/3 of a REF acre at $8.85).
- Electricity: Shakopee Public Utilities, which serves most of the city (the City lists Xcel Energy and Minnesota Valley Electric Cooperative for some locations). We use the 2026 residential rate: $10.50 service charge and $0.1301 energy plus $0.0003 relocation underground charge per kWh, each raised by the 1.5% conservation program charge ($10.66 a month and 13.24 cents per kWh). The rate has no seasonal tiers. SPU's monthly power cost adjustment (PCA) is not published, so it is not included. In recent years the PCA has added to bills, so actual bills are likely higher: EIA's 2024 utility data (Form EIA-861) show SPU's residential customers paid an average of 15.54 cents per kWh ($21.575 million over 138,811 MWh for 18,517 customers), above the 14.92 cents all-in this rate gives at 632 kWh. SPU is city-owned, so its electric bills carry no franchise fee. Typical use is 632 kWh a month, SPU's average for a single-family home.
- Gas: CenterPoint Energy (the City lists CenterPoint and Xcel Energy depending on location; we did not find a split). We use CenterPoint's $9.50 basic charge and, per therm, the delivery charge, the tariff's base cost of gas, decoupling and Natural Gas Innovation Act charges ($0.97366), each raised by the 3% Shakopee franchise fee listed in CenterPoint's Franchise Fee Rider ($9.79 a month and $1.00287 per therm); the real cost of gas moves monthly. Typical use: about 62 therms a month (EIA 2024 Minnesota residential average per customer).
- Garbage: the City's contract with Dick's Sanitation sets 2026 monthly prices for weekly trash plus every-other-week recycling ($20.89, $21.40 and $23.06 for 35-, 65- and 95-gallon carts; billed quarterly by DSI); the extension approved Aug. 4, 2026 sets new rates from January 2027 ($21.56 for 65 gallons). Yard waste is extra. Insurance: the 2022 NAIC statewide average premium for Minnesota (HO-3), until you enter your own.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
