Ways to pay less
Nothing here applies to every house automatically. These are worth checking:
File for homestead
Homestead can reduce the taxable market value of houses valued under $517,200, which may lower taxes, and it is one of the qualifying factors for the State of Minnesota Property Tax Refund.
How: Apply online with Ramsey County; the last day to apply is Dec. 31.
Claim the Minnesota property tax refund
The regular refund is based on household income and the property tax on your home; a special refund applies when your net property tax rose at least 12% and $100.
How: File with the Minnesota Department of Revenue by August 15; you may file up to one year late.
Seniors 65+: defer part of your property tax
With the Senior Citizens Property Tax Deferral, the tax you pay is 3% of household income and the state pays the rest as a loan, repaid with interest when you sell or cancel.
How: You must be 65 or older (if married, the other spouse at least 62) with household income of $96,000 or less; apply by November 1.
Veterans with a 70%+ disability rating: homestead exclusion
Ramsey County offers a property tax exclusion for the homestead of an honorably discharged veteran with a service-connected disability rating of 70% or higher; the amount depends on the disability percentage.
How: Apply with Ramsey County by Dec. 31.
Pay property tax by e-check, not card
Ramsey County's online payment service charges $1 per e-check but 2.49% per credit or debit card payment.
How: Choose e-check when you pay online.
Low-income homeowners: ask for the utility discountDiscount on water and sewer bill
Roseville's Utility Discount Program gives limited financial relief on the water and sewer bill of low-income, single-family homeowners who live in the home and are enrolled in a Ramsey County program such as SNAP, MFIP or General Assistance.
How: Send the form and proof of enrollment to utilitybilling@cityofroseville.com or mail it to Utility Billing; household income must be at or below 165% of the federal poverty threshold guidelines as determined by Ramsey County.

How these numbers are made
- Water: City of Roseville 2026 quarterly rates: the $47.13 standard service fee plus the $3.81 state assessment, divided by 3 ($16.98 a month), then $4.34, $5.42 and $6.79 per 1,000 gallons. The tier limits (15,000 and 30,000 gallons) are per quarterly bill, so we use 5 and 10 thousand gallons a month. The city does not publish a typical household's use, so the page starts at its default use.
- Sewer and fees: sewer is the $44.86 quarterly service fee ($14.95 a month) plus $2.81 per 1,000 gallons; the city caps summer sewer usage at your winter average, which we do not model. Storm drainage ($26.22 a quarter) and the City recycling fee ($15.39 a quarter) are added as monthly utility fees. Some Roseville homes may be served by other sewer systems and bill differently.
- Garbage: Roseville residents hire a licensed private trash hauler, whose price is not included. Ramsey County parcel data lists no flat yearly charge on 7,065 of Roseville's single-family homestead 2026 tax bills, so none is added.
- Property tax: median value is the 2025 assessment, which Ramsey parcel data shows (EMVYear1 2025) is the value on 2026 tax bills. Ramsey County's final 2026 payable rates for Roseville tax district 7936 (school district ISD 623, Metro Watershed), the district of 2,798 of Roseville's 7,438 single-family homesteads: 137.815698% of tax capacity (county 50.117339%, city 42.125597%, schools 35.173618%, other districts 10.399144%) plus 0.222611% of market value for school referendums. Tax capacity is 1.00% of taxable market value up to $500,000 and 1.25% above, so each tax-capacity rate is applied at 1.00% and one extra line adds 0.25% x 137.815698% on value above $500,000. For homesteads the homestead market value exclusion comes off the tax-capacity parts only. Other districts pay 136.82% (ISD 623, Rice Creek, 1,841 homesteads), 138.06% (ISD 623, Capitol Region, 1,985) or 124.33% (ISD 621, Rice Creek, 814), plus the market value rate. Without the homestead box the exclusion is dropped.
- Electricity: Xcel Energy's $6.00 basic service charge, and per kWh the 2024 average Xcel Minnesota residential revenue (EIA: $1,473 million over 8,677 GWh) less the basic charges, 15.96 cents. That average covers the seasonal energy rates, fuel cost charge and riders but predates later rate changes. Sales tax is not included.
- Gas: Xcel Energy's own table of average monthly residential bills at the interim rates in effect since January 1, 2026 ($21 at 10 therms, $336 at 300 therms) gives $10.14 a month plus $1.0862 per therm. Interim rates are subject to refund when the PUC sets final rates. Typical use: about 588 kWh a month (EIA 2024, Xcel Minnesota residential sales per customer) and 71 therms a month (Xcel's typical residential gas customer). Insurance: the 2022 NAIC statewide average premium for Minnesota (HO-3), until you enter your own. Electricity and insurance figures are older averages (electric 2024, insurance 2022) and may be out of date; no current official all-in Xcel rate or newer Minnesota average was confirmed.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
