Ways to pay less
Nothing here applies to every house automatically. These are worth checking:
Apply for homestead by December 31
Homestead is for the property you own and occupy as your primary home. The homestead market value exclusion is 40% of value for homesteads valued at $95,000 or less (a maximum of $38,000), is reduced as values rise, and phases out at $517,200 or more.
How: Apply to your county assessor by December 31 to qualify for taxes payable the next year; Carver County uses Form CR-H, the Homestead Application.
Claim the Minnesota property tax refund
Minnesota homeowners may get a Property Tax Refund based on income and property taxes.
How: File Form M1PR with the Minnesota Department of Revenue by August 15 (late filing allowed up to one year).
Veterans with a disability: $150,000 or $300,000 market value exclusion$150,000 or $300,000 market value exclusion
Honorably discharged veterans with a 70% or greater service-connected disability can get a $150,000 market value exclusion; a 100% permanent and total disability rating qualifies for $300,000.
How: The property must have a homestead classification; you must own and occupy it on December 31.
Seniors 65+ with household income of $96,000 or less: defer property taxes
The Senior Citizens Property Tax Deferral caps the tax you pay at 3% of household income; the state pays the rest as a loan, repaid with interest when you sell the home or voluntarily cancel the deferral. You must have owned, lived in and homesteaded the home for the last 5 years, have no reverse mortgage, life estate, tax liens or judgment liens, and other liens must be under 75% of the estimated market value.
How: Apply by November 1 to defer your property taxes the following year.
LIHEAP households: CenterPoint Gas Affordability Program
Residential customers who receive LIHEAP energy assistance and agree to a levelized payment plan and a payment schedule can get an affordability bill credit and arrearage forgiveness.
How: The program is available to residential customers qualified for and receiving LIHEAP assistance.
Pay property tax on time: penalties run 2% to 14%
Carver County adds a penalty the day after the due date, and it increases on the first of each month; the later the payment, the greater the penalty.
How: Mail payments with an official U.S. postmark on or before the due date, or pay online from a checking (not savings) account.

How these numbers are made
- Water: City of Chanhassen residential rates from its utility billing page: the $6.42 monthly fixed charge plus the $1.27 monthly MDH Safe Drinking Water Fee ($7.69 a month), then $2.81 per 1,000 gallons up to 5,000 gallons a month, $4.34 to 10,000, $5.16 to 20,000, $5.75 to 30,000 and $7.03 above. The page also lists a $15.24 yearly water testing fee per connection, which equals 12 x $1.27; we count it once, as the MDH fee. We read the city page through an archived copy from June 2026 (the city site refuses automated requests); the rates were higher than the 2025 copy ($6.42 vs $6.11 fixed). We found no published typical household use, so the page starts at 9 CCF (about 6,700 gallons) a month.
- Sewer: the $16.56 monthly minimum covers the first 2,000 gallons, then $8.28 per 1,000 gallons. Chanhassen bills residential sewer volume on winter water use (the first three monthly bills of the year), not on each bill's use; the calculator charges sewer on the water use you enter, so with summer use above the winter level it overstates sewer. Stormwater ($13.15 a month flat for single-family homes) is added as a utility fee.
- Garbage: Chanhassen does not provide or contract residential trash service; households hire a licensed hauler (who must also provide recycling), whose price is not included.
- Property tax: Carver County's own worked example for Chanhassen tax area TAG 2506: 100.59018361% of tax capacity plus 0.24209864% of referenda market value. Carver County's payable-2026 rate tables could not be downloaded (the county site refuses automated requests and no archived copy exists), and these example rates were already on the county page in October 2025, so they are most likely the payable-2025 rates; payable-2026 rates differ somewhat. The rates also predate the new ISD 112 operating levy that voters approved on November 4, 2025 (a $742 per pupil increase), so for homes in that district the tax shown is a floor. For the value you enter, the calculator takes off the homestead market value exclusion (40% of value up to $95,000, then $38,000 minus 9% of value above $95,000, zero from $517,200), multiplies the rest by the 1.00% class rate and the tax capacity rate, adds a further 0.25% x 100.59% on value above $500,000 (the 1.25% class rate), and adds 0.242% of the full value for referendum levies, which the exclusion does not reduce. At the $501,600 median (the city's 2026 budget figure) that is about $6,250. Homes in the Minnetonka school district (ISD 276, about 28% of the city's student-age population) or other watershed districts, and the small part of Chanhassen in Hennepin County, pay different rates. Charges levied on individual parcels for local improvements such as street projects are not included.
- Electricity: Xcel Energy's $6.00 basic service charge, and per kWh the 2024 average Xcel Minnesota residential revenue (EIA: $1,473 million over 8,677 GWh) less the basic charges, 15.96 cents. That average covers the seasonal energy rates, fuel cost charge and riders, but predates the interim rate increase in effect since January 2025 and the 2026 rate case decision. Xcel's tariff lists no Chanhassen electric franchise fee. Minnesota Valley Electric Co-op also serves Chanhassen at its own rates; we could not find how many homes each utility serves.
- Gas: CenterPoint Energy's $9.50 basic charge plus the $5.00 monthly Chanhassen residential franchise fee in CenterPoint's tariff ($14.50); per therm, the delivery charge plus the tariff's cost of gas, revenue decoupling and Natural Gas Innovation Act charges ($0.97366). The real cost of gas moves monthly with the Purchased Gas Adjustment. Typical use: about 588 kWh a month (EIA 2024, Xcel Minnesota residential sales per customer) and about 62 therms a month (EIA 2024 Minnesota residential gas use per customer). Insurance: the 2022 NAIC statewide average premium for Minnesota (HO-3), until you enter your own.

| Sewer and utility-bill fees | $827 | $621 | higher than 29 of the other 34 Minnesota cities we cover |
| Electricity and gas | $2,094 | $2,150 | lower than 21 of the other 34 Minnesota cities we cover |
| Home insurance | $1,774 | $1,774 | in the middle of 34 other Minnesota cities we cover |
| Total | $11,295 | $9,536 | higher than 32 of the other 34 Minnesota cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
