Ways to pay less

Nothing here applies to every house automatically. These are worth checking:

  • Switch to the 38 gallon cartUp to $34 a year

Your cart costs $24 a month; the smallest costs $21. Worth it if you rarely fill it.

    How: Call your garbage hauler.

  • File for homestead

Property taxes are lower on owner-occupied homes, and the homestead market value exclusion lowers the taxable value of homes valued under $517,200.

How: Apply with Anoka County: if you buy and move in by December 1 and apply by December 31, the next year's tax reflects homestead.

  • Claim the Minnesota property tax refundSpecial refund up to $1,000

The regular refund is for property owners who meet certain guidelines; the special refund, regardless of income, pays back 60% of a tax increase beyond 12% and $100 from the prior year, up to $1,000.

How: File with the Minnesota Department of Revenue by August 15; you may file up to one year late.

  • Seniors 65+: defer part of your property tax

With the Senior Citizens Property Tax Deferral, the tax you pay is 3% of household income and the state pays the rest as a loan, repaid with interest when you sell or cancel.

How: You must be 65 or older (if married, the other spouse at least 62) with household income of $96,000 or less; apply by November 1.

  • Veterans with a 70%+ disability rating: market value exclusion$150,000 or $300,000 off market value

Qualifying veterans with a 70% or higher disability rating get a $150,000 market value exclusion; totally and permanently disabled veterans get $300,000.

How: Apply with Anoka County by December 15; veterans rated 70% or higher reapply every year.

  • Reduced/Senior garbage rate$41.10 a quarter

Blaine lists a Reduced/Senior garbage and recycling rate of $41.10 a quarter, against $70.50 for the 68 gallon service.

How: The City points to its Senior Discount Application for more information on the Senior/Reduced rates.

  • Premium 96 gallon service includes bulk items

The 96 gallon (premium service) size allows the collection of 6 bulk items per calendar year; after that a fee is charged per additional bulk item.

How: Choose the 96 gallon service level with the City.

  • Pay property tax by check to skip the fee

Anoka County's online payments carry a 2.6% fee for cards and a $3.50 fee for eCheck; check by mail, cash or check in person, and the Direct Payment Program have no service fee.

How: Mail a check or enroll in the Direct Payment Program (call 763-323-5400).

How these numbers are made
  • Property tax: Anoka County's Pay 2026 final rates for Blaine tax district 2 (Anoka-Hennepin ISD 11 and Coon Creek Watershed, the largest group: 11,003 of 20,048 homestead parcels): 90.485642% of tax capacity (county with radio 31.852106%, city 40.379006%, ISD 11 13.028645%, Metropolitan Council, Metro Transit district and mosquito control 1.920663%, Coon Creek Watershed 2.396941%, county HRA/EDA 0.908281%) plus 0.184413% of market value for ISD 11 referendums. Tax capacity is 1.00% of taxable market value up to $500,000 and 1.25% above, so each rate is applied at 1.00% and one extra line adds 0.25% x 90.485642% on value above $500,000; the homestead market value exclusion comes off the tax-capacity parts only. Other Blaine homes pay different rates: 5,104 homestead parcels are in Spring Lake Park ISD 16 (district 11-13 rates total 104.266480%), 1,947 in Centennial ISD 12 with Rice Creek Watershed, and Rice Creek Watershed homes pay 89.586067% (ISD 11, district 5) to 102.207511% (ISD 12).
  • Typical value: $363,000 is the median 2025 estimated market value of 20,048 Blaine homestead residential single-unit parcels; assessed and market value are the same in Minnesota. A flat $24.02 Anoka County solid waste management charge on 15,790 of the 20,048 homestead parcels' tax bills is added as a flat yearly charge; some homes also carry other special assessments.
  • Water, sewer, stormwater, garbage: the City of Blaine's posted rates (checked 2026-10-22; the page gives no effective date) are billed quarterly, so every quarterly amount is divided by 3. Water: $13.07 flat fee plus the $3.81 state water test fee a quarter, then $3.82 per 1,000 gallons up to 24,000 gallons a quarter (8,000 a month), $5.03 to 75,000 (25,000), $6.01 to 150,000 (50,000) and $7.23 above. Sewer is a flat $106.46 a quarter and stormwater a flat $19.96 a quarter per dwelling unit. Garbage: City-billed 96, 68 and 38 gallon service levels at $82.17, $70.50 and $62.01 a quarter, including recycling and tax; the page starts at the 68 gallon cart. The page starts water at 9.85 CCF a month, the City's published average of 88,400 gallons per household per year.
  • Electricity: the City of Blaine says most of Blaine is served by Connexus Energy and a small portion by Xcel Energy. The page prices electricity at Connexus's residential rate effective 1-1-2026: $16.50 a month basic service plus $0.1390/kWh June-September and $0.1290/kWh October-May, averaged over 12 months to 13.233 cents; Connexus's separate monthly Power Cost Adjustment (a small per-kWh amount that changes monthly) and any community surcharge are not included. Typical use of 587.82 kWh a month is Xcel Minnesota's 2024 residential average (EIA), used as a stand-in, not a Connexus figure. No Blaine franchise fee was sourced. Gas: the City lists CenterPoint Energy and Xcel Energy for natural gas without a split; no gas rate was found, so heating gas is NOT in the typical total; add your gas bill.
  • Insurance: 2022 NAIC Minnesota average (HO-3) until you enter your own. Sales tax is not included. Water hardness, treatment and typical use come from City of Blaine pages; the latest drinking water report was not read.
  • Nothing here is legal, tax or insurance advice.
