Ways to pay less
Nothing here applies to every house automatically. These are worth checking:
File for homestead
Homestead can reduce the taxable market value of houses valued under $517,200, which may lower taxes, and it is one of the qualifying factors for the State of Minnesota Property Tax Refund.
How: Apply online with Ramsey County; the last day to apply is Dec. 31.
Claim the Minnesota property tax refund
The regular refund is based on household income and the property tax on your home; a special refund applies when your net property tax rose at least 12% and $100.
How: File with the Minnesota Department of Revenue by August 15; you may file up to one year late.
Seniors 65+: defer part of your property tax
With the Senior Citizens Property Tax Deferral, the tax you pay is 3% of household income and the state pays the rest as a loan, repaid with interest when you sell or cancel.
How: You must be 65 or older (if married, the other spouse at least 62) with household income of $96,000 or less; apply by November 1.
Veterans with a 70%+ disability rating: homestead exclusion
Ramsey County offers a property tax exclusion for the homestead of an honorably discharged veteran with a service-connected disability rating of 70% or higher; the amount depends on the disability percentage.
How: Apply with Ramsey County by Dec. 31.
WaterSense toilet rebateUp to $150 per toilet
Shoreview water customers replacing an old toilet with a WaterSense-certified one can get 75% of the pre-tax cost back, up to $150, as a credit on the utility bill; up to two rebates per account.
How: Buy after July 1, 2026, install it, and apply with the itemized receipt and a photo.
Get free leak alerts with EyeOnWater
EyeOnWater is free for Shoreview water customers: track your water use and get alerts to detect potential leaks.
How: Sign up for EyeOnWater with your utility bill account number.
Pay property tax by e-check, not card
Ramsey County's online payment service charges $1 per e-check but 2.49% per credit or debit card payment.
How: Choose e-check when you pay online.

How these numbers are made
- Water: City of Shoreview 2026 quarterly rates: the $37.47 base fee plus the $3.81 state water connection fee, divided by 3 ($13.76 a month), then $2.09, $3.36, $4.65 and $7.65 per 1,000 gallons. The tier limits (5,000, 10,000 and 30,000 gallons) are per quarterly bill, so we use 1.67, 3.33 and 10 thousand gallons a month. The starting use is the city's average residential customer, 15,000 gallons a quarter (about 6.7 CCF a month).
- Sewer: Shoreview's sewer usage fee is a flat amount by winter-quarter water use, not a per-gallon rate. We use the $54.59 base fee plus the $60.91 fee for 10,001 to 20,000 winter gallons (the city's average customer uses about 12,000), $115.50 a quarter or $38.50 a month, whatever water use you enter. Homes with lower winter use pay $23.08 or $39.71 instead; higher use pays $82.83 or $107.60. Surface water ($39.30 a quarter) and street lights ($17.41 a quarter) are added as monthly utility fees. These match the city's own $263.99 average quarterly bill for 2026.
- Garbage: Shoreview residents hire a licensed private trash hauler, whose price is not included. Curbside recycling is a City contract with Republic Services. Ramsey County's parcel data shows a flat $110 special assessment on 5,410 of 5,792 Shoreview single-family homestead tax bills for 2026; it is added as a yearly charge on the tax bill. The county data does not say what it pays for; it appears to be the City's recycling fee, which Shoreview's 2019 council workshop minutes say is paid through county property tax statements ($105 in 2025, $110 in 2026). Some parcels carry other assessments on top.
- Property tax: Ramsey County's final 2026 payable rates for Shoreview tax district 8317 (Mounds View schools ISD 621, Rice Creek watershed), the district of 2,998 of Shoreview's 5,792 single-family homesteads: 116.502256% of tax capacity (county 50.117339%, city 34.035608%, schools 22.679671%, other districts 9.669638%) plus 0.221974% of market value for school referendums. Tax capacity is 1.00% of taxable market value up to $500,000 and 1.25% above, so each tax-capacity rate is applied at 1.00% and one extra line adds 0.25% x 116.502256% on value above $500,000. For owner-occupied homesteads the homestead market value exclusion (40% of the first $95,000, minus 9% of value above $95,000, zero from $517,200; $7,058 at the $438,800 median) comes off the tax-capacity parts only. At the median this gives about $6,004 a year, plus the $110 assessment; checked against county 2026 tax amounts for Shoreview homes, the formula is within about $2. District 8316 (Metro watershed, 2,218 homesteads) pays 117.496174%; the ISD 623 districts pay 128.996203% or 129.990121% plus 0.222611%. Without the homestead box the exclusion is dropped. The state general tax does not apply to homesteads.
- Electricity: Xcel Energy's $6.00 basic service charge plus Shoreview's $2.50 residential franchise fee (Xcel tariff sheet), and per kWh the 2024 average Xcel Minnesota residential revenue (EIA: $1,473 million over 8,677 GWh) less the basic charges, 15.96 cents. That average covers the seasonal energy rates, fuel cost charge and riders but predates later rate changes. Sales tax is not included.
- Gas: Xcel Energy's own table of average monthly residential bills at the interim rates in effect since January 1, 2026 ($21 at 10 therms, $336 at 300 therms) gives $10.14 a month plus $1.0862 per therm; the $1.30 Shoreview franchise fee is added to the monthly charge. The real cost of gas changes monthly, and interim rates are subject to refund when the PUC sets final rates. Typical use: about 588 kWh a month (EIA 2024, Xcel Minnesota residential sales per customer) and 71 therms a month (Xcel's typical residential gas customer). Insurance: the 2022 NAIC statewide average premium for Minnesota (HO-3), until you enter your own.
