Ways to pay less
Nothing here applies to every house automatically. These are worth checking:
Switch to the 35 gallon trash cart + recycling cartUp to $70 a year
Your cart costs $31 a month; the smallest costs $25. Worth it if you rarely fill it.
How: Contact DSI at 952-469-2239 to set up service or report service issues; City staff cannot help with hauler-related issues.
File for homestead
Homestead reduces property taxes for owners who occupy the home as their primary residence. The homestead market value exclusion is 40% of market value for homesteads valued at $95,000 or less (a maximum of $38,000), is reduced as values rise, and phases out at $517,200 or more.
How: Apply online with Dakota County by Dec. 31; it affects the next year's taxes.
Claim the Minnesota property tax refund
Homestead owners with household income under $142,490 may get a refund based on their property tax; a special refund applies when net property tax rises at least 12% and $100.
How: File Form M1PR with the Minnesota Department of Revenue by August 15 (late filing allowed up to one year).
Seniors 65+: defer part of your property tax
The Senior Citizen Property Tax Deferral keeps taxes from exceeding 3% of net income; the state pays the rest as a low-interest loan that becomes a lien on the home.
How: You must be 65 (if married, one spouse 65 or older and the other at least 62), have household income of $96,000 or less, and have lived in, owned and homesteaded the home for the last five years; apply by Nov. 1.
Veterans with a 70%+ disability rating: market value exclusion$150,000 or $300,000 off market value
Honorably discharged veterans with a service-connected disability rating of 70% or higher who own and occupy a homestead can get a $150,000 market value exclusion; a 100% permanent and total disability rating qualifies for $300,000.
How: Apply with Dakota County by Dec. 31; it affects the next year's taxes.
LIHEAP households: Minnesota Energy Resources Gas Affordability Program
Residential customers who qualify for and receive LIHEAP energy assistance can get an affordability bill credit and arrearage forgiveness on their Minnesota Energy Resources gas bill.
How: The program is available to Minnesota Energy Resources residential customers who have been qualified and receive LIHEAP assistance.
Pay property tax by bank transfer, not card
Dakota County charges a 2.29% convenience fee for paying online by credit or debit card, but $0.35 for an electronic transfer from a bank account.
How: Pay online from your checking or savings account, or enroll in the free automatic payment program.
Drop off food scraps for free
Dropping off food scraps at a Dakota County food scraps drop-off site is free, and compostable bags are provided at the drop sites; Farmington's drop site is at the Farmington Maintenance Facility, 19650 Municipal Drive.
How: Sign up for the food scraps drop-off program on Dakota County's webpage or call 952-891-7557.

How these numbers are made
- Property tax: Dakota County's final 2026 payable rates for Farmington tax area 1402 (School District 192, Vermillion River watershed; every Farmington homestead in the county's parcel data is in district 192 and the Vermillion River watershed): 109.401% of tax capacity (county 21.027%, city 51.628%, schools 34.219%, special districts 2.527%) plus 0.29318% of market value for the school referendum levies. Tax area 1401 (no watershed levy) pays 109.142%, and tax area 1403 (district 196) pays 100.086% plus 0.28896%.
- Minnesota taxes a home on tax capacity: 1.00% of taxable market value up to $500,000 and 1.25% above, so each tax-capacity rate is applied at 1.00% and one extra line adds 0.25% times 109.401% on value above $500,000. Owner-occupied homesteads also get the homestead market value exclusion, computed for the value you enter (40% of the first $95,000, reduced by 9% of value above $95,000, zero from $517,200; $13,808 at the $363,800 median); it comes off the tax-capacity parts only, and the referendum rate applies to full market value. At the median this gives about $4,896 a year ($5,433 at $400,000 and $10,257 at $700,000). Without the homestead box the exclusion is dropped.
- Water: City of Farmington 2026 rates: the $18.25 quarterly base fee ($6.08 a month), then $1.88, $2.81 and $3.73 per 1,000 gallons; the tier limits (20,000 and 40,000 gallons) are per quarterly bill, so we use 6.67 and 13.33 thousand gallons a month. Storm water ($26.66 a quarter, $8.89 a month) and street lights ($7.57 a quarter, $2.52 a month) are added as utility fees for one single-family lot.
- Sewer: the $73.43 quarterly residential base fee ($24.48 a month), which includes the first 10,000 gallons a quarter. Farmington charges $9.55 per 1,000 gallons above that, measured on the lower of actual or winter-quarter water use; the calculator counts the first 3.33 thousand gallons a month (10,000 a quarter) as covered by the base fee and charges $9.55 per 1,000 gallons on the water use you enter above that.
- Garbage: Farmington requires one city-contracted hauler, Dick's Sanitation (DSI), which bills residents directly. We use the 2026 quarterly residential rates in Exhibit B of the Third Amendment to the DSI agreement (approved on the December 15, 2025 consent agenda, 5-0): weekly trash $51.12, $68.59 or $84.49 for a 35, 65 or 95 gallon cart plus weekly recycling $24.47, so $75.59, $93.06 or $108.96 a quarter, divided by three. The 2026 rates include the agreement's 3% increase and a pass-through of the City of Red Wing's higher tipping fee on trash. Seasonal yard waste service is extra.
- Electricity: Dakota Electric's Schedule 31 rate effective June 1, 2026: the $12.00 fixed charge and a year-round energy price of 14.09¢ per kWh (14.60¢ for three summer months and 13.20¢ for nine, averaged, plus the $0.0054 Resource and Tax Adjustment). The RTA changes during the year and sales tax is not included. By our count of county homestead parcels against the City's electric provider map, Dakota Electric serves about 53% of Farmington's single-family homesteads and Xcel Energy about 47%; Xcel homes pay Xcel's rates instead. The City has proposed $6 a month residential electric and gas franchise fees, presented at the October 5, 2026 City Council meeting for consideration; they are not included because they were not in effect.
- Gas: Minnesota Energy Resources' GS-NNG residential rate: the $9.50 customer charge; per therm, the $0.32919 distribution charge, the $0.65533 base cost of gas, the 2026 conservation adjustment ($0.00638), GUIC surcharge ($0.01620) and revenue decoupling adjustment ($0.01313), $1.02023 in all. The real cost of gas moves monthly with the Purchase Gas Adjustment (($0.20277) per therm from October 1, 2026, which would lower the per-therm price). Typical use: 700 kWh a month (Dakota Electric's residential example in its 2026 rate notice) and about 62 therms a month (EIA 2024 Minnesota residential gas use per customer). Insurance: the 2022 NAIC statewide average premium for Minnesota (HO-3), until you enter your own.
