Ways to pay less

Nothing here applies to every house automatically. These are worth checking:

  • File for homestead

Property taxes are lower on owner-occupied homes, and the homestead market value exclusion lowers the taxable value of homes valued under $517,200.

How: Apply with Anoka County: if you buy and move in by December 1 and apply by December 31, the next year's tax reflects homestead.

  • Claim the Minnesota property tax refundSpecial refund up to $1,000

The regular refund is for property owners who meet certain guidelines; the special refund, regardless of income, pays back 60% of a tax increase beyond 12% and $100 from the prior year, up to $1,000.

How: File with the Minnesota Department of Revenue by August 15; you may file up to one year late.

  • Seniors 65+: defer part of your property tax

With the Senior Citizens Property Tax Deferral, the tax you pay is 3% of household income and the state pays the rest as a loan, repaid with interest when you sell or cancel.

How: You must be 65 or older (if married, the other spouse at least 62) with household income of $96,000 or less; apply by November 1.

  • Veterans with a 70%+ disability rating: market value exclusion$150,000 or $300,000 off market value

Qualifying veterans with a 70% or higher disability rating get a $150,000 market value exclusion; totally and permanently disabled veterans get $300,000.

How: Apply with Anoka County by December 15; veterans rated 70% or higher reapply every year.

  • Low-income seniors 62+ and disabled residents: half-price sewer$12.70 instead of $25.40 a month

Andover's reduced sewer rate is $12.70 a month instead of $25.40 for seniors 62 or older with household income of $46,050 or less, or permanently disabled residents with income of $73,650 or less.

How: File the City's reduced sewer rate form with the City Clerk every year; homeowners attach a copy of their 2025 M1PR.

  • Free paper shredding at the Andover Recycling Center

On recycling event days (the second Saturday of most months) the Andover Recycling Center, 1825 Crosstown Blvd., shreds up to 3 boxes of paper at no charge; appliances, electronics and mattresses are collected for a fee.

How: 2026 event dates include November 14 and December 12, 9 am to 1 pm.

  • Connexus smart thermostat credit: $10 a month in summer$10 a month, June–August

Connexus members with a qualifying Wi-Fi thermostat enrolled in its program get a $10.00 monthly credit in June, July and August for letting Connexus adjust the thermostat during peak events (typically one to four times a month, two to four hours).

How: Enroll the thermostat through Connexus Energy's portal and stay in for the full June–August season.

  • Pay property tax by check to skip the fee

Anoka County's online payments carry a 2.6% fee for cards and a $3.50 fee for eCheck; check by mail, cash or check in person, and the Direct Payment Program have no service fee.

How: Mail a check or enroll in the Direct Payment Program (call 763-323-5400).

How these numbers are made
  • Water: City of Andover 2026 fee schedule (Ordinance 582, adopted December 16, 2025), monthly rate structure: $7.20 base rate, then $2.85 per 1,000 gallons up to 6,000 gallons, $3.15 to 16,000, $3.65 to 33,000 and $4.65 above (the $10.60 monthly minimum is not applied). The schedule also has a quarterly structure ($16.35 base rate, $74.45 sewer, $14.20 storm water and $6.45 street lighting a quarter), which comes to about $3 a month less in fixed charges; we did not find which accounts are billed monthly and which quarterly. No average household use is published, so the page starts at 9 CCF (about 6,700 gallons) a month.
  • Sewer, storm water and street lights: $25.40 a month flat sewer charge, $5.30 single-family storm water fee and the $2.15 urban residential street lighting charge (rural areas $3.65; neighborhoods without street lights pay none). Not every home has City water or sewer: the City's 2026 budget counts 7,380 water, 8,162 sewer, 7,909 street light and 11,291 storm water accounts for 2025, and the Metropolitan Council's review of the City's 2040 plan counts about 3,100 septic systems, mostly in the rural north. The totals assume City water and sewer; homes on a well and septic system should subtract them.
  • Garbage: Andover is an open hauler city with five licensed haulers that set their own prices, so no trash price is included. Anoka County's solid waste management charge ($24.02 per single-family home, on 8,101 of 10,262 homestead tax bills as the only special assessment in 2026) is added as a flat charge on the tax bill; some homes also carry street or utility assessments.
  • Property tax: Anoka County's Pay 2026 final rates for Andover tax district 82 (Anoka-Hennepin ISD 11 and Coon Creek Watershed, where 6,599 of 10,262 homestead parcels are): 83.745863% of tax capacity (county with library and radio 31.852106%, city 35.530810%, ISD 11 13.028645%, Metropolitan Council and mosquito control 0.937361%, Coon Creek Watershed 2.396941%) plus 0.184413% of market value for ISD 11 referendums. Tax capacity is 1.00% of taxable market value up to $500,000 and 1.25% above, so each rate is applied at 1.00% and one extra line adds 0.25% x 83.745863% on value above $500,000; the homestead market value exclusion comes off the tax-capacity parts only. At the $426,400 median this gives about $4,289 plus the $24.02 charge, in line with the 2026 tax on Andover homes of that value in the county's parcel data. Lower Rum River watershed homes in ISD 11 (district 81) pay 81.531930%; St. Francis ISD 15 homes (district 84, 651 parcels) pay 90.152283% plus 0.060209%.
  • Electricity: the state electric service area map puts about 99% of Andover homestead parcels in Connexus Energy's area (a few on the Anoka edge fall in Anoka Municipal Utility's), and Xcel Energy's community list does not include Andover. Connexus's 2026 residential rate: $16.50 a month, energy 13.90¢ per kWh for June–September and 12.90¢ for October–May weighted 4 and 8 months, plus the average 2026 Power Cost Adjustment so far (summer months for summer, January–May and October for the rest), 13.50¢ per kWh in all. Connexus lists no Andover community surcharge. Typical use: 772 kWh a month, Connexus's 2024 residential average (EIA). Gas: CenterPoint Energy's Residential Sales Service rate ($9.50 a month plus $0.33470 delivery, $0.60061 cost of gas and $0.03835 in riders per therm), with no Andover franchise fee listed; the cost of gas changes monthly. Typical gas use is Minnesota's residential average (EIA). Insurance: 2022 NAIC Minnesota average (HO-3) until you enter your own. Sales tax is not included.

Questions to ask your candidates

Each one starts from a number above. Any candidate can answer them.

1. Property tax rate

The fact: Andover's property tax rate is 1.23%, lower than 32 of the other 33 Minnesota cities we cover. The rate adds up every agency on the bill, not only the city.

Ask: "Property tax in Andover is 1.23%, lower than 32 of the other 33 Minnesota cities we cover. What should that money pay for first, and would you change anything about how it is set?"

2. Sewer and utility-bill fees

The fact: Sewer and flat utility-bill charges here come to about $394 a year, lower than 33 of the other 34 Minnesota cities we cover. Some cities bill sewer on the property tax bill instead, which is not counted here.

Ask: "Sewer and flat utility-bill charges here cost about $394 a year, lower than 33 of the other 34 Minnesota cities we cover. What drives that cost, and would you change anything?"

3. Electricity and gas

The fact: Electricity and gas for a typical house here cost about $2,285 a year, higher than 27 of the other 34 Minnesota cities we cover. Rates are set mostly by the utility and the state.

Ask: "Electricity and gas here cost about $2,285 a year for a typical house, higher than 27 of the other 34 Minnesota cities we cover. Which parts of that can the city influence, and what would you do about them?"
