Ways to pay less
Nothing here applies to every house automatically. These are worth checking:
File for homestead
For homesteads valued at $95,000 or less, the exclusion is 40% of the market value, up to $38,000.
How: The exclusion is reduced by 9% of value above $95,000.
Claim the Minnesota property tax refund
The state's property tax refund can return part of your property tax if you qualify.
How: File Form M1PR with the Minnesota Department of Revenue by August 15 (you may file up to one year late).
Seniors 65+: defer part of your property tax
Property Tax Deferral for Senior Citizens limits the tax you pay to 3% of total household income; the state pays the remainder as a loan, repaid with interest when you sell or cancel.
How: You must be 65 or older (if married, the other spouse at least 62), have household income of $96,000 or less and have owned, lived in and homesteaded the home for 5 years; apply by November 1.
Veterans with a 70%+ disability rating: market value exclusion$150,000 or $300,000 off market value
Honorably discharged veterans with a service-connected disability rating of 70% or higher who own and occupy a homestead on December 31 can get a $150,000 market value exclusion; a 100% permanent and total rating qualifies for $300,000.
How: The program is administered by the counties.

How these numbers are made
- Taxable market value here is the market value less the homestead exclusion. Property tax uses Chisago County's certified 2026 rates for North Branch tax area 1101 & 1601 (ISD 138, no watershed district); each tax-capacity rate is the county percent times the 1.00% class rate. Other North Branch areas (annexed area 1603) have a lower city rate.
- The starting value is the Census median market value, not an assessed value; the page figures tax capacity after the homestead market value exclusion and applies the school market value rate to market value.
- Water is $20.00 plus $5.70 per 1,000 gallons and sewer $14.50 plus $8.80 per 1,000 gallons, from the city's 2026 fee schedule; stormwater is $6.23 a month. The sheet does not state a typical use, so the page starts at its default.
- Electricity is East Central Energy's residential rate (12.00 cents/kWh, $46.00 basic) plus the city's $5.25 electric franchise fee as a flat monthly charge, at the EIA average residential use of East Central Energy's Minnesota members. The fee schedule also lists a $4.00 monthly gas franchise fee; gas rates are not included because the city lists two gas utilities and the serving one per address was not confirmed.
- The total excludes trash and heating (gas or propane). Trash is not counted: the city does not run trash service and no licensed hauler prices were found in sources for North Branch; call the haulers to confirm. Insurance is the Minnesota statewide average from the latest edition of the Insurance Information Institute table (2022); premiums have likely risen since, and your own quote may differ.
- Sewer is modelled as billed on the same monthly water use as the water line; the fee schedule does not say whether the city bills sewer on actual or winter-average use.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
