How these numbers are made
  • Property tax: Scott County's payable 2026 rates for Savage tax district 2106 (School District 719 and Scott Watershed Management Organization, the Savage district with the most taxable tax capacity): 95.369383% of tax capacity (county 28.1066%, city 42.55729%, schools 20.15024%, Met Council, transit and mosquito control 2.0049%, Scott County CDA and Regional Rail 1.6555%, watershed 0.8948%) plus 0.134165% of market value for the School District 719 referendum levy. Savage districts in School District 191 (2101, 2102) have about 1.7 points higher school rates; 2105 is in 271.
  • Minnesota taxes a home on tax capacity: 1.00% of taxable market value up to $500,000 and 1.25% above, so each tax-capacity rate is applied at 1.00% and one extra line adds 0.25% times 95.369383% on value above $500,000. Owner-occupied homesteads also get the homestead market value exclusion (40% of the first $95,000, reduced by 9% of value above $95,000, zero from $517,200); it comes off the tax-capacity parts only, not the referendum levy. The typical value is the county's 2026 assessment average for Savage homes ($447,700), the only Savage figure the county publishes; it is an average, not a median.
  • Water and sewer: City of Savage monthly rates (rates page captured November 2025; the City's April 2026 bill guide still shows the same $9.64 water and $5.11 sewer base charges): water base $9.64 plus the $0.81 state MDH fee, then $3.86, $4.23 or $4.65 per 1,000 gallons. The City applies the tier rate to a bill's whole usage once a higher tier is passed; the calculator prices tiers marginally, so it slightly understates bills above 12,000 gallons a month. Sewer is $5.11 base plus $1.64 city and $3.95 MCES per 1,000 gallons. Storm water $5.75 and streetlights $4.00 are flat monthly charges. No Savage typical-use figure was found, so the page uses its default.
  • Electricity: Xcel Energy's Minnesota residential average of 16.98 cents per kWh (EIA, 2024) less the $6.00 basic charge, with $6.00 added as the fixed charge. Gas: CenterPoint Energy 2026 Residential Sales Service plus riders. Neither Xcel's electric fee table nor CenterPoint's franchise fee rider lists Savage, so no franchise fee is included. Parts of Savage may be served by other electric providers; not checked.
  • Garbage: Savage has no city trash service or price, so trash is not counted. Insurance: Minnesota statewide NAIC average (2022). The 2026 average-value presentation counts 10,306 Savage homes. Streetlight and water rates for 2026 beyond the captured pages could not be confirmed.
