Ways to pay less

Nothing here applies to every house automatically. These are worth checking:

  • Apply for homestead by December 31

Homestead is for the property you own and occupy as your primary home. The homestead market value exclusion is 40% of value for homesteads valued at $95,000 or less (a maximum of $38,000), is reduced as values rise, and phases out at $517,200 or more.

How: Apply to your county assessor by December 31 to qualify for taxes payable the next year; Carver County uses Form CR-H, the Homestead Application.

  • Claim the Minnesota property tax refund

Minnesota homeowners may get a Property Tax Refund based on income and property taxes.

How: File Form M1PR with the Minnesota Department of Revenue by August 15 (late filing allowed up to one year).

  • Veterans with a disability: $150,000 or $300,000 market value exclusion$150,000 or $300,000 market value exclusion

Honorably discharged veterans with a 70% or greater service-connected disability can get a $150,000 market value exclusion; a 100% permanent and total disability rating qualifies for $300,000.

How: The property must have a homestead classification; you must own and occupy it on December 31.

  • Seniors 65+ with household income of $96,000 or less: defer property taxes

The Senior Citizens Property Tax Deferral caps the tax you pay at 3% of household income; the state pays the rest as a loan, repaid with interest when you sell the home or voluntarily cancel the deferral. You must have owned, lived in and homesteaded the home for the last 5 years, have no reverse mortgage, life estate, tax liens or judgment liens, and other liens must be under 75% of the estimated market value.

How: Apply by November 1 to defer your property taxes the following year.

  • LIHEAP households: CenterPoint Gas Affordability Program

Residential customers who receive LIHEAP energy assistance and agree to a levelized payment plan and a payment schedule can get an affordability bill credit and arrearage forgiveness.

How: The program is available to residential customers qualified for and receiving LIHEAP assistance.

  • Pay property tax on time: penalties run 2% to 14%

Carver County adds a penalty the day after the due date, and it increases on the first of each month; the later the payment, the greater the penalty.

How: Mail payments with an official U.S. postmark on or before the due date, or pay online from a checking (not savings) account.

  • Social Security or pension recipients: reduced electric service charge$6.90 instead of $12.90 monthly service charge

Chaska's senior residential electric rate has a $6.90 monthly service charge instead of $12.90, with the same energy rates.

How: Call Chaska Utility Billing at 952-448-9200 to sign up if you receive Social Security retirement, survivor or disability benefits, or a federal or state pension.

How these numbers are made
  • Water: City of Chaska 2026 residential rates: $8.80 monthly flat charge for a 5/8 to 3/4 inch meter plus the $1.26 monthly safe drinking water flat rate ($10.06), then $3.34 per 1,000 gallons to 2,000 gallons a month, $3.59 to 5,000, $3.91 to 8,000, $4.45 to 12,000, $5.13 to 40,000 and $6.70 above. No typical household use is published, so the page starts at 9 CCF a month.
  • Sewer: $9.25 monthly residential charge plus $7.45 per 1,000 gallons of water used. Single-family bills have a monthly maximum based on the December through April average, which the calculator does not model, so with high summer use it can overstate sewer. Stormwater: the city's page gives a $13.29 rate for non-single-family parcels and a $1.00 minimum monthly charge but no single-family amount we could read, so no stormwater fee is included. Stormwater is excluded from every total on this page; the city page says the monthly service charge applies to all accounts (minimum $1.00), and Utility Billing at 952-448-9200 can give the single-family amount.
  • Garbage: the city does not bill trash; residents choose a private hauler listed on the city's Utility Contacts page, so no trash cost is included.
  • Property tax: the city's 2025 annual financial report lists a 101.119% combined tax capacity rate for Chaska (38.886 city, 0.430 EDA, 30.934 county, 1.480 county CDA, 27.552 School District 112, 1.838 special districts). Carver County's payable-2026 rates were unreadable; the city expects a higher 2026 rate. Voter-approved school market value levies and local improvement assessments are not included, so the figure is a floor. The calculator removes the homestead market value exclusion (40% of value up to $95,000, then $38,000 minus 9% of value above $95,000, zero from $517,200) and applies the 1.00% class rate (1.25% above $500,000). The starting value is the city's $419,300 median market value.
  • Electricity: Chaska Electric's $12.90 monthly charge and a year-round energy rate of 12.35 cents, the 4-month June to September rate weighted with the 8-month October to May rate, plus the 5% right-of-way charge. Typical use of 647 kWh a month is the 2024 EIA residential average for City of Chaska (85,049 MWh over 10,954 customers). Minnesota Valley Electric Cooperative and Xcel Energy also serve parts of the Chaska area; we could not find how many homes each serves. The fuel adjustment charge on Chaska Electric bills (set by the wholesale power supplier, no current amount published on the rates page) is not included, so the electric total is understated.
  • Gas: CenterPoint Energy's $9.50 basic charge; per therm, the delivery charge plus cost of gas, revenue decoupling and Natural Gas Innovation Act charges ($0.97366); the 5% franchise fee is applied through the same percentage as the electric right-of-way charge. Typical gas use of about 62 therms a month is the EIA 2024 Minnesota residential average. Insurance: the 2022 NAIC statewide average premium for Minnesota (HO-3). The Insurance Information Institute page's table is for 2022 and is the newest NAIC state figure on it; later private estimates for Minnesota are higher, so this figure is probably out of date and low.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
