Ways to pay less
Nothing here applies to every house automatically. These are worth checking:
Switch to the 30 gallon trash cart + recycling cartUp to $45 a year
Your cart costs $25 a month; the smallest costs $21. Worth it if you rarely fill it.
How: Call your garbage hauler.
File for homestead
Homestead can reduce the taxable market value of houses valued under $517,200, which may lower taxes, and it is one of the qualifying factors for the State of Minnesota Property Tax Refund.
How: Apply online with Ramsey County; the last day to apply is Dec. 31.
Claim the Minnesota property tax refund
The regular refund is based on household income and the property tax on your home; a special refund applies when your net property tax rose at least 12% and $100.
How: File with the Minnesota Department of Revenue by August 15; you may file up to one year late.
Seniors 65+: defer part of your property tax
With the Senior Citizens Property Tax Deferral, the tax you pay is 3% of household income and the state pays the rest as a loan, repaid with interest when you sell or cancel.
How: You must be 65 or older (if married, the other spouse at least 62) with household income of $96,000 or less; apply by November 1.
Veterans with a 70%+ disability rating: homestead exclusion
Ramsey County offers a property tax exclusion for the homestead of an honorably discharged veteran with a service-connected disability rating of 70% or higher; the amount depends on the disability percentage.
How: Apply with Ramsey County by Dec. 31.
One free bulky item pickup a year
Properties in the City's organized collection program receive one free bulky item pickup per calendar year.
How: Call Republic Services at 651-455-8634 or 320-252-9608, or email littlecanada@republicservices.com.
Seniors 65+ or disabled: half off water service and sewer base charges
Eligible residents age 65 and older and disabled persons receive half off their water service charge and half off the sewer base charge; the City lists gross annual household income limits of $46,050 for 1 person, $52,600 for 2, $59,200 for 3 and $65,750 for 4.
How: Fill out the Utility Bill Discount Application and bring it with proof of income to Little Canada City Center, or call 651-766-4038.
Water efficiency rebates
The City offers rebates of up to $200 for qualifying clothes washers, toilets, dishwashers and irrigation items, or 75% of the project cost, whichever is less; purchases must be on or after July 1, 2026, and each property is eligible for one rebate until June 30, 2028.
How: See the City's Water Efficiency Rebate Program page.
Pay property tax by e-check, not card
Ramsey County's online payment service charges $1 per e-check but 2.49% per credit or debit card payment.

How these numbers are made
- Water: the City buys water from Saint Paul Regional Water Services and bills quarterly. The City's 2026 rates are $4.96 per 1,000 gallons in the first and fourth quarters and $5.16 in the second and third; we use the average, $5.06. The fixed monthly charge is the $19.18 water service charge plus the $2.43 state surcharge for the lead testing program, each divided by 3 on the assumption they bill quarterly like the rest of the utility bill ($7.20 a month; if the city actually bills the service charge monthly, the fixed water charge would be about $12.77 a month higher); water service charge is per SAC unit and a typical house has one. The city does not publish an average household use, so the page starts at 9 CCF.
- Sewer: $60.69 a quarter minimum (up to 7,000 gallons of water used), so $20.23 a month covering 2,333 gallons a month, then $5.39 per 1,000 gallons above that. Stormwater ($22.39 a quarter for a single-family home) is added as a monthly utility fee.
- Garbage: the City bills the hauler price on the utility bill: a 60-gallon cart $18.42 + recycling $5.54 + $1.00 administrative fee = $24.96 a month (30 gallon $21.17, 90 gallon $30.10); optional yard waste is not included.
- Property tax: Ramsey County's final 2026 payable rates for Little Canada tax district 5336 (Roseville schools ISD 623), the district of 1,464 of the city's 1,529 single-family homesteads: 124.145085% of tax capacity (city 28.781920%, county 50.117339%, schools 35.173618%, other districts 10.072208%) plus 0.222611% of market value for school referendums. Tax capacity is 1.00% of taxable market value up to $500,000 and 1.25% above. For homesteads the homestead market value exclusion comes off the tax-capacity parts only. District 5346 (White Bear Lake ISD 624, 65 homesteads) pays 124.045099% plus 0.172081%. The state general tax does not apply to homesteads. Ramsey County parcel data shows no flat extra charge on 1,322 of 1,529 single-family homestead tax bills for 2026, so none is included; some parcels carry street or other charges.
- Electricity: Xcel serves Little Canada. Xcel's $6.00 basic service charge (Xcel's tariff lists a $2.75 Little Canada residential franchise fee with an expiration date of 08/26/2023, so it is not added), and per kWh the 2024 average Xcel Minnesota residential revenue (EIA: $1,473 million over 8,677 GWh) less the basic charge, 15.96 cents; that average includes seasonal rates, fuel and riders but predates later rate changes. Gas: Xcel's table of average monthly residential bills at the January 1, 2026 interim rates ($21 at 10 therms, $336 at 300 therms) gives $10.14 a month plus $1.0862 per therm; Xcel's gas franchise fee table has no Little Canada row, so none is added. Typical use: about 588 kWh a month (EIA 2024, Xcel Minnesota) and 71 therms (Xcel's typical residential gas customer). Insurance: 2022 NAIC Minnesota average (HO-3) until you enter your own. Sales tax is not included.
- NSP-Minnesota is the Xcel Energy operating company serving Minnesota; EIA's NSP-Minnesota average is used as Xcel's Minnesota residential average.

| Total | $11,073 | $9,677 | higher than 51 of the other 57 Minnesota cities we cover |
Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
