How these numbers are made
- Water: City of Brooklyn Center rates for billings after January 1, 2026 (approved December 8, 2025): $35.61 quarterly base ($11.87 a month) and $5.94, $7.41 and $11.05 per 1,000 gallons, with the tier limits of 30,000 and 60,000 gallons a quarter applied as 10,000 and 20,000 gallons a month. The city publishes no typical use, so the calculator starts at 9 CCF.
- Sewer: residential single-family sewer is a flat $117.18 a quarter ($39.06 a month) and does not change with water use.
- City utility bill fees added as monthly amounts (quarterly charge ÷ 3): storm drainage $21.18 per lot, street lights $9.71 per dwelling lot, recycling $34.79 and organics $8.70. The city's stated minimum quarterly residential bill, $227.17, equals these plus the water base and sewer charge.
- Property tax: Hennepin County final 2026 rate breakdown, for Brooklyn Center homes in the Osseo school district (ISD 279; 2,888 single-family parcels, the most of any district in the city). Other single-family homes are in Brooklyn Center ISD 286 (2,025 parcels; 46.628% and 0.18534%), Robbinsdale ISD 281 and Anoka-Hennepin ISD 11 (1,098 parcels; 13.028% and 0.18441%), so their school rate differs. The city's tax-capacity rate is 63.241% plus its HRA/EDA 1.423%. A small part of the city lies in the West Mississippi watershed (0.084%) instead of Shingle Creek (0.293%). The county's median market value is not the taxable value: the homestead exclusion is applied by formula. We found no flat parcel charges on the bill for the typical house; individual bills may carry other charges.
- Energy: Xcel Energy's $6.00 basic service charge and the 2024 EIA Xcel Minnesota residential average (15.96 cents per kWh after removing basic charges; 2024 average, before any 2025–26 Xcel increases, so it may be low); CenterPoint's $9.50 basic charge and a per-therm rate of $0.97366 = $0.33470 delivery + $0.60061 cost of gas + $0.02839 decoupling + $0.00360 conservation base (IAC) + $0.00636 conservation adjustment (IAA); we did not confirm whether the 2026 tariff book includes any 2026 interim gas increase. Statewide EIA averages set the typical use. City franchise fees on your Xcel and CenterPoint bills are not included: the city's rates page mentions a franchise fee credit, but we did not find the franchise fee amounts.
