Ways to pay less
Nothing here applies to every house automatically. These are worth checking:
File for homestead
Homestead can reduce the taxable market value of houses valued under $517,200, which may lower taxes, and it is one of the qualifying factors for the State of Minnesota Property Tax Refund.
How: Apply online with Ramsey County; the last day to apply is Dec. 31.
Claim the Minnesota property tax refund
The regular refund is based on household income and the property tax on your home; a special refund applies when your net property tax rose at least 12% and $100.
How: File with the Minnesota Department of Revenue by August 15; you may file up to one year late.
Seniors 65+: defer part of your property tax
With the Senior Citizens Property Tax Deferral, the tax you pay is 3% of household income and the state pays the rest as a loan, repaid with interest when you sell or cancel.
How: You must be 65 or older (if married, the other spouse at least 62) with household income of $96,000 or less; apply by November 1.
Veterans with a 70%+ disability rating: homestead exclusion
Ramsey County offers a property tax exclusion for the homestead of an honorably discharged veteran with a service-connected disability rating of 70% or higher; the amount depends on the disability percentage.
How: Apply with Ramsey County by Dec. 31.
Pay property tax by e-check, not card
Ramsey County's online payment service charges $1 per e-check but 2.49% per credit or debit card payment.
How: Choose e-check when you pay online.

How these numbers are made
- Water and sewer: City of New Brighton 2026 rates for single-family homes, billed quarterly: $4.57 per 1,000 gallons of water and $6.57 per 1,000 gallons of sewer. The city also lists a flat quarterly charge that includes up to 8,000 gallons ($36.56 water, $52.56 sewer), which equals those per-1,000-gallon rates at 8,000 gallons, so no separate base charge is modelled. The city does not publish a typical household's use, so the page starts at its default use. Residential sewer is billed on the winter quarter's water use, which we do not model. The city's site blocks automated downloads, so the rates are quoted from an Internet Archive copy of its utility rates FAQ (July 2026).
- Fees: street lights ($12.85), storm water ($24.91) and recycling ($14.25) are quarterly per lot and are added as monthly utility fees (quarterly amount divided by 3).
- Garbage: residents choose a hauler from the city's list, whose price is not included. Ramsey County parcel data shows an added line item on the 2026 bill for 779 of 4,482 New Brighton single-family homestead parcels (amounts vary), so no flat tax-bill charge is added.
- Property tax: median value is the 2025 assessment, which Ramsey parcel data shows is the value on 2026 tax bills. Ramsey County's final 2026 payable rates for New Brighton tax district 6317 (school district ISD 621): 123.443479% of tax capacity (city 41.568179%, county 50.117339%, schools 22.679671%, other districts 9.078290%) plus 0.221974% of market value for school referendums. District 6317 is the district without the Bicentennial Pond (6308, +4.0% of tax capacity) or Lake Diane (6318, +2.5%) storm sewer districts; ISD 621 covers 4,318 of 4,482 single-family homesteads (164 are in ISD 282, code 6387, total 128.655808%). I could not count homes per district, so 6317 is assumed to be the most common. Tax capacity is 1.00% of taxable market value up to $500,000 and 1.25% above; one extra line adds 0.25% x 123.443479% on value above $500,000. The homestead market value exclusion comes off the tax-capacity parts only.
- Electricity: Xcel Energy's $6.00 basic service charge plus the 2024 average Xcel Minnesota residential revenue per kWh (EIA) less basic charges, 15.96 cents; it predates later rate changes and excludes sales tax. Gas: Xcel's average-bill table at interim rates since January 1, 2026 gives $10.14 a month plus $1.0862 per therm. Xcel's tariffs list a city franchise fee for New Brighton that is not separately modelled. Typical use: 588 kWh and 71 therms a month. Insurance: 2022 NAIC statewide average premium for Minnesota (HO-3). No current water quality report could be retrieved, so no water-quality facts are listed.
