Xcel Energy Minnesota residential customers paid an average of 16.98¢ per kWh in 2024 (EIA: residential revenue divided by kWh sold); the standard residential basic service charge is $6.00 a month. This is a 2024 company-wide average. Oakdale's franchise fee ordinance (Ordinance 917) allows Xcel to collect 3% of gross revenue per account, residential included, from the January 2024 billing month, and to pass it on to customers.

Gas: Xcel Energy
Xcel Energy's Minnesota gas rate book lists Oakdale in its gas service area. Xcel lists average monthly residential natural gas bills at interim rates effective January 1, 2026: $43 at 30 therms, $65 at 50, $88 at 71 and $119 at 100 (Xcel's October 2025 rate notice); the typical residential customer uses 71 therms a month, and any over-collection of interim rates will be refunded with interest.
