How: Check eligibility and file with the Minnesota Department of Revenue.

  • Seniors 65+: defer part of your property tax

With the Senior Citizens Property Tax Deferral, the tax you pay is 3% of household income and the state pays the rest as a loan, repaid with interest when you sell or cancel.

How: You must be 65 or older (if married, the other spouse at least 62) with household income of $96,000 or less; apply by November 1.

  • Veterans with a 70%+ disability rating: market value exclusion$150,000 or $300,000 off market value

Qualifying veterans with a 70% or higher disability rating get a $150,000 market value exclusion; totally and permanently disabled veterans get $300,000.

How: Apply with Anoka County by December 15; veterans rated 70% or higher reapply every year.

  • Pay property tax by check to skip the fee

Anoka County's online payments carry a 2.6% fee for cards and a $3.50 fee for eCheck; check by mail, cash or check in person, and the Direct Payment Program have no service fee.

How these numbers are made
  • Property tax: Anoka County 2026 final combined rates for Fridley tax area 41 (ISD 14 Fridley schools, Rice Creek watershed), the largest area by homestead single-family parcels (2,489 of 6,979; ISD 14 with Mississippi WMO has 1,020, Coon Creek 314). Tax-capacity rates apply to market value after the homestead exclusion at 1.00%; the ISD 14 referendum and the city market-value rates apply to market value. Homes over $500,000 pay 1.25% on the excess (not modeled).
  • Starting value: $328,900 median 2025 estimated market value of homestead single-unit parcels in that tax area. The county charges a flat $24.02 solid waste management charge per dwelling.
  • Water, sewer, storm water and recycling are billed quarterly by the city and shown as monthly (quarterly / 3). Water: $26.01 fixed plus $2.96, $3.41, $4.09 and $5.11 per 1,000 gallons at 8,000, 16,000 and 24,000 gallons a quarter. Sewer: $69.07 fixed (includes 8,000 gallons) plus $8.31 per 1,000 gallons; the city bases it on winter-quarter water use, the page uses current use. No typical household use is published, so the page starts at 9 CCF.
  • Trash: Fridley requires weekly garbage service, arranged with a licensed hauler; haulers' prices are not published by the City, so trash is not in the totals. The $11.60 quarterly recycling fee and $15.09 quarterly storm water fee are on the utility bill and included. No city franchise fee on Xcel or CenterPoint bills was found on the City's pages.
  • Electricity: Xcel Energy $6.00 basic charge and the 2024 EIA average residential price for Xcel Minnesota (not the current tariff); gas: CenterPoint $9.50 basic charge plus delivery, cost of gas and riders per therm (cost of gas changes monthly). Insurance is the Minnesota statewide average, 2022.
  • Gas rate used is $0.97366 per therm: delivery $0.33470 + cost of gas $0.60061 + Decoupling Adjustment $0.02839 + two further adjustments $0.00360 and $0.00636. Electric $0.1596 per kWh is the 2024 EIA average net of the $6.00 basic charge.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.

Questions to ask your candidates

Each one starts from a number above. Any candidate can answer them.

1. Sewer and utility-bill fees

The fact: Sewer and flat utility-bill charges here come to about $788 a year, higher than 54 of the other 71 Minnesota cities we cover. Some cities bill sewer on the property tax bill instead, which is not counted here.

Ask: "Sewer and flat utility-bill charges here cost about $788 a year, higher than 54 of the other 71 Minnesota cities we cover. What drives that cost, and would you change anything?"

2. Electricity and gas

The fact: Electricity and gas for a typical house here cost about $2,034 a year, lower than 47 of the other 71 Minnesota cities we cover. Rates are set mostly by the utility and the state.

Ask: "Electricity and gas here cost about $2,034 a year for a typical house, lower than 47 of the other 71 Minnesota cities we cover. Which parts of that can the city influence, and what would you do about them?"
