Ways to pay less

Nothing here applies to every house automatically. These are worth checking:

  • File for homestead

Property taxes are lower on owner-occupied homes, and the homestead market value exclusion lowers the taxable value of homes valued under $517,200.

How: Apply with Anoka County: if you buy and move in by December 1 and apply by December 31, the next year's tax reflects homestead.

  • Seniors 65+: defer part of your property tax

With the Senior Citizens Property Tax Deferral, the tax you pay is 3% of household income and the state pays the rest as a loan, repaid with interest when you sell or cancel.

How: You must be 65 or older (if married, the other spouse at least 62) with household income of $96,000 or less; apply by November 1.

  • Veterans with a 70%+ disability rating: market value exclusion$150,000 or $300,000 off market value

Qualifying veterans with a 70% or higher disability rating get a $150,000 market value exclusion; totally and permanently disabled veterans get $300,000.

How: Apply with Anoka County by December 15; veterans rated 70% or higher reapply every year.

  • Connexus smart thermostat credit: $10 a month in summer$10 a month, June–August

Connexus members with a qualifying Wi-Fi thermostat enrolled in its program get a $10.00 monthly credit in June, July and August for letting Connexus adjust the thermostat during peak events (typically one to four times a month, two to four hours).

How: Enroll the thermostat through Connexus Energy's portal and stay in for the full June–August season.

  • Pay property tax by check to skip the fee

Anoka County's online payments carry a 2.6% fee for cards and a $3.50 fee for eCheck; check by mail, cash or check in person, and the Direct Payment Program have no service fee.

How: Mail a check or enroll in the Direct Payment Program (call 763-323-5400).

  • Drop off recycling free at the ACE Solid Waste convenience center

Ramsey residents can drop small quantities of recyclable materials at ACE Solid Waste's Customer Convenience Center at no charge, 24 hours a day, seven days a week.

How: Enter from 141st Avenue, just west of Basalt Street (not from McKinley Street); no trash is accepted.

How these numbers are made
  • Water: City of Ramsey 2026 utility rates, billed quarterly: $58.18 minimum covers up to 15,000 gallons, then $3.99 per 1,000 gallons to 25,000, $3.93 to 40,000, $4.21 to 60,000, $4.49 to 99,000, $4.83 to 201,000 and $5.78 above; plus the $3.81 quarterly state testing fee. Converted to a month by dividing by 3 ($20.66 base including testing, first 5,000 gallons included, breakpoints divided by 3). No average household use is published, so the page starts at 9 CCF (about 6,700 gallons) a month.
  • Sewer and fees: $102.21 a quarter flat sewer fee ($34.07 a month); $22.15 a quarter stormwater ($7.38 a month); $9.19 a quarter urban subdivision street lights ($3.06 a month; rural subdivision lots pay $15.15, and the rates page also lists a $1.37 quarterly priority street light charge per unit that we did not add); $11.94 a quarter curbside recycling ($3.98 a month). The totals assume City water and sewer; homes on a well and septic system should subtract them.
  • Garbage: Ramsey is an open-hauler city with seven licensed haulers that set their own prices, so no trash price is included. Anoka County's solid waste management charge ($24.02 per single-family home, on 7,948 of 8,867 homestead tax bills as the only listed special assessment in 2026) is added as a flat charge on the tax bill; some homes also carry street or utility assessments.
  • Property tax: Anoka County's Pay 2026 final rates for Ramsey tax districts 97, 98 and 99 (Anoka-Hennepin ISD 11, Lower Rum River Watershed, where 7,944 of 8,867 homestead parcels are): 94.557962% of tax capacity (county with library and radio 31.852106%, city 46.143954%, ISD 11 13.028645%, Metropolitan Council, transit district and mosquito control 1.920663%, watershed 1.612594%) plus 0.184413% of market value for ISD 11 referendums. Tax capacity is 1.00% of taxable market value up to $500,000 and 1.25% above, so each rate is applied at 1.00% and one extra line adds 0.25% x 94.557962% on value above $500,000; the homestead market value exclusion comes off the tax-capacity parts only. Elk River ISD 728 homes (districts 101 and 102, 923 parcels) pay 106.031317% plus 0.254770%.
  • Electricity and gas: Connexus Energy's 2026 residential rate ($16.50 a month; 13.90¢ per kWh June-September and 12.90¢ October-May weighted 4 and 8 months, plus the average 2026 Power Cost Adjustment so far); CenterPoint Energy's Residential Sales Service rate ($9.50 a month plus delivery, cost of gas and riders per therm; the cost of gas changes monthly). Part of Ramsey is served by the City of Anoka's electric utility rather than Connexus. Ramsey's gas and electric franchise fees were repealed effective December 31, 2021 (Ordinance 21-16), so none is added. Typical use: Connexus's 2024 residential average and Minnesota's residential gas average (EIA). Insurance: 2022 NAIC Minnesota average (HO-3) until you enter your own. Sales tax is not included.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
