Ways to pay less

Nothing here applies to every house automatically. These are worth checking:

  • File for homestead

Homestead reduces property taxes for owners who occupy the home as their primary residence. The homestead market value exclusion is 40% of market value for homesteads valued at $95,000 or less (a maximum of $38,000), is reduced as values rise, and phases out at $517,200 or more.

How: Apply online with Dakota County by Dec. 31; it affects the next year's taxes.

  • Claim a Minnesota property tax refund

Two refund programs are available to homestead property owners: the regular refund, for total household income under $142,490, based on the property tax on your statement; and the special refund, when your net property tax increases by at least 12 percent and $100 and the increase was not because of improvements you made.

How: The programs are administered by the state; forms come from the Minnesota Department of Revenue. The due date is August 15, and you may file up to one year after it.

  • Seniors 65+: defer part of your property tax

The Senior Citizen Property Tax Deferral keeps taxes from exceeding 3% of net income; the state pays the rest as a low-interest loan that becomes a lien on the home.

How: You must be 65 (if married, one spouse 65 or older and the other at least 62), have household income of $96,000 or less, and have lived in, owned and homesteaded the home for the last five years; apply by Nov. 1.

  • Veterans with a 70%+ disability rating: market value exclusion$150,000 or $300,000 off market value

Honorably discharged veterans with a service-connected disability rating of 70% or higher who own and occupy a homestead can get a $150,000 market value exclusion; a 100% permanent and total disability rating qualifies for $300,000.

How: Apply with Dakota County by Dec. 31; it affects the next year's taxes.

  • Pay property tax by bank transfer, not card

Dakota County charges a 2.29% convenience fee for paying online by credit or debit card, but $0.35 for an electronic transfer from a bank account.

How: Pay online from your checking or savings account, or enroll in the free automatic payment program.

How these numbers are made
  • Water: Saint Paul Regional Water Services 2026 Mendota Heights rate sheet, billed quarterly: $26.91 quarterly base fee (1-inch single family), $1.27 a month state water testing fee, $4.95 per unit in winter bills (January-May, December) and $5.11 in summer bills (June-November), averaged by months, plus the $0.30 per unit water main replacement charge and the 2.5% surcharge on the base fee and usage that SPRWS collects for the City, folded into the monthly fixed charge and the per-unit rate. One unit is 100 cubic feet (748 gallons). The page starts at the City's stated average of 14 units a quarter.
  • Sewer: the City's utilities page current rates ($29.68 quarterly base and $5.41 per unit); the City bills on first-quarter water use, so the calculator charges sewer on the water use you enter, which overstates sewer for homes that water a lawn in summer. Storm water is $24 a quarter ($8 a month).
  • Property tax: Dakota County's final 2026 payable rates for Mendota Heights tax area 2701 (ISD 197), the base area: 82.026% of tax capacity (county 21.031%, city 39.118%, schools 18.826%, Metropolitan Council, transit, mosquito control and CDA 3.051%) plus 0.1683% of market value for ISD 197 referendum levies. Areas 2702 and 2703 carry a watershed levy or a higher city rate. Value over $500,000 is taxed at a 1.25% class rate. The homestead exclusion comes off tax-capacity parts only.
  • Trash: Mendota Heights licenses private haulers and sets no prices, so trash is not counted. Franchise fee: $2 a month per account on residential gas and electric bills, each added to the fixed charges.
  • Electricity and gas: Xcel Energy's Minnesota 2024 average residential revenue per kWh (EIA) and its 2026 interim gas bill examples, as in neighboring Xcel cities; an Xcel tariff with riders was not found.
