How these numbers are made
- Water and sewer: City of Willard ordinances 251208B and 251208C (December 2025, the city announced these rates effective with the February 2026 billing cycle; the water ordinance spells the monthly charge in words as fourteen dollars and sixty-six cents but prints $16.86, which matches the city announcement of a $2.20 increase from $14.66): water $16.86 monthly plus $5.24 per 1,000 gallons; sewer $33.30 monthly plus $11.58 per 1,000 gallons (sewer modeled on water used).
- Property tax: Greene County 2026 levies for tax district 180 (Willard city, Willard school, Willard fire), on 19% of the Census median market value ($212,900).
- Trash is a separate private-hauler bill and is not in the total. Willard's code sets a 5% gross receipts tax on electric sales to residential customers; it is built into the electric figures. No city tax on gas was found, so none is applied to gas.
- Electric: Liberty (Empire District Electric) NS-RG, $13.00 plus $0.14486 for the first 600 kWh; additional kWh weighted 4 summer and 8 winter months, with Rider FAC (FARSEC $0.00949 per kWh) added. Parts of the area are served by Ozark Electric Cooperative or City Utilities. Typical use is the 1,000 kWh Liberty uses in its own example.
- Gas: Spire West charge plus the Purchased Gas Adjustment, summer/winter averaged, per therm = per Ccf / 1.037.
- Electric figures are multiplied by 1.05 to include Willard's 5% gross receipts tax on electric sales (city code).
- Garbage is modeled as $0: the city page lists no municipal trash rate, so a private hauler's price is not in the total.
