How these numbers are made
- Property tax: Jefferson County 2025 levy list (State Auditor approved, per $100) for Festus R-6 school district and the City of Festus: state, county parks, health, mental health, developmental disability, sheriff, road and bridge, Festus Special Road, Jefferson College, city, Festus R-6; applied to 19% of the Census median home value. The county surtax (0.2400, real property) is left out as in other Jefferson County cities. The city's fire, health, library and parks levies are inside the city rate; the county library district listing does not name Festus R-6. Whether Festus Special Road and Road & Bridge both fall on every in-city parcel could not be confirmed from the levy list.
- Water: the city's Utility Billing page lists water at $14.05 per 1,000 gallons; no separate monthly base charge is published there. No typical use is published, so the page default applies.
- Sewer: Jefferson County Public Sewer District rate adopted May 2026: $7.52 base fee (5/8 or 3/4 inch meter) plus $5.23 per 1,000 gallons of water used.
- Electricity and gas: Ameren Missouri 1(M) (summer 15.60 cents; winter 10.62/7.14 cents, year-weighted, plus the $0.19 pilot charge and the 0.445 cent fuel adjustment in the cited rider sheet) and Spire East (customer charge plus $2.11 ISRS; delivery year-averaged plus the 2025-11 purchased gas adjustment, converted from Ccf to therms). Energy-efficiency and renewable riders are not included. No Festus utility tax on energy was found.
- Trash: the city lists $15.17 plus a $1 administrative fee (total $16.17); the page does not state a cart size, so none is shown.
- Festus Utilities page now shows $14.47/kgal under the Jefferson County Water Authority bullet (wholesale line); billing-page $14.05 used. No base charge published on pages checked.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
