How these numbers are made
- Electric, water, sewer and gas: Kennett Board of Public Works rates page (water, sewer and gas schedule effective 7/14/2024; electric due 4/14/2025). KBPW's April 2026 announcement held electric, gas, wastewater and sanitation rates flat for 2026 and approved a 2% water increase; the rates page still shows only the 2024 water schedule, so the 2026 water figures are the 2024 schedule plus 2% (applied to the customer charge and per-gallon rate, not the capital improvement fee; the split of the increase is a modelling assumption).
- Water: the $0.25 per 100 gallons capital improvement fee (up to 14,000 gallons) is added to the per-gallon rate; per-gallon rates were converted to CCF (x748). Sewer likewise.
- Property tax: State Auditor 2025 levies for Kennett 39 School District, Independence Township (Dunklin County), Dunklin County library, ambulance, developmental disabilities board, Johnson grass and health department, plus the state 3 cents. The City of Kennett lists no property-tax levy.
- Value: Census median value times Missouri 19 percent residential ratio; no homestead exemption modelled.
- Gas: base rate plus 99.87 cents per ccf and the stated current $0.10 purchased gas adjustment, converted to therms with 1.037; electric fuel and purchase-power adjustments are not quantified by the board, so not included. Typical gas use is Missouri statewide residential deliveries per consumer (EIA, 2024: 85,348 MMcf over 1,461,770 consumers, about 58.4 Mcf a year) at 1.037 therms per ccf, averaged over 12 months, since KBPW publishes no typical-use figure. Insurance is the Missouri statewide average.

Cities bill differently (some put trash on the tax bill, some cover more services), so a higher number isn't necessarily worse. The property tax rate is compared instead of dollars because house values differ.
